Description
Notice of Intent This is a notice of intent to solicit from a single source. The U.S. Geological Survey (USGS), intends to award a purchase order to IDS Georadar North America, Golden, CO, for IBIS Guardian Monitoring Software as described in the attached Statement of Work. Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. IDS Georadar North America is, to the USGS' knowledge, the only source who can provide software in support of proprietary equipment. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 511210, Software Publishers. Responses or inquiries shall only be accepted through electronic mail addressed to dallan-loucks@usgs.gov and must be uploaded and received in their entirety no later than 08/19/2022 1500 ED. Responses submitted by hardcopy shall not be accepted or considered. PERFORMANCE-BASED WORK STATEMENT I. GENERAL INFORMATION A. Introduction: We require IBIS Guardian Monitoring software to conduct ongoing analyses of actively deforming landslides. B. Background: The USGS purchased a ground-based radar system from IDS GeoRadar. This purchase came with software that is only available for one user. We seek a similar software package so that two users may work with incoming radar data from actively moving landslides. The two users are in different science centers and states and will need to use the software at the same time. We thus need duplicate functionality. C. Scope: The purpose of this software purchase is to allow for monitoring of active landslides using existing USGS ground-based radar instrumentation. II. WORK REQUIREMENTS A. Technical Requirements. 1. The software must allow processing, analysis, and display of radar data from IBIS radar systems. 2. If the software allows processing, analysis, and display of IBIS radar data, it will be considered acceptable. B. Deliverables. 1. The work product is a functioning installation file and dongle software license for IBIS Guardian (Monitoring module) software. 2. The delivery date will be September 30, 2022, with electronic delivery of the software file and a mailed copy of the software license dongle. III. SUPPORTING INFORMATION A. Place of Performance: The software is expected to be used at the USGS in Moffett Field, California. B. Period of Performance: The period of performance for testing the functionality of the software shall be 60 days. C. Government Furnished Property (GFP): n/a D. Special Considerations. The software shall be free of viruses or malware.
