Description

The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Quantum Design Inc, located at 10307 Pacific Center Ct, San Diego, CA 32121-4340, for the purchase of a Cold Head replacement and service agreement for an existing Quantum Design Liquefier Plant Cooler. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures.� The National Institute of Standards and Technology (NIST) and the Advanced Measurement Laboratory (AMA) intend to procure a Cold Head Replacement and Service Agreement to provide service to and replacement of the ATL RDK-415D2 and ATP CH-208 Cold Heads utilized within the existing Quantum Design Liquefier Plant Cryocooler located at Gaithersburg, MD. This agreement will cover a period of 24 months, during which time the cold heads will be reserved and prioritized for the replacement, likely needed during the 18-24 month timeframe.� This service includes the following: QTY(4) ATL RDK-415D2 Exchange Cold Head in four Quantum Design ATLs QTY(3) ATP CH-208 Exchange Cold Head in three Quantum Design ATPs QTY(7) F-70 Compressor Adsorber replacement in seven compressors QTY(2) Bauer Compressor Service Parts QTY(2) Engineer site visits to perform service Research has found that only one (1) company can offer the proprietary service and parts required to provide support for the covered equipment.� The North American Industry Classification System (NAICS) code for this acquisition is 811219 � Other Electronic and Precision Equipment Repair and Maintenance, and the size standard is $22 Million. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. Eastern on August 26, 2022. Inquiries will only be accepted via email to forest.crumpler@nist.gov . No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a�competitive procurement in the future.
