Procurement of Research Evaluation and Statistics Task Orders (PRESTO) ***THIS NOTICE IS NOT A REQUEST FOR PROPOSALS*** This synopsis notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The Institute of Education Sciences (IES) intends to re-compete the Education Statistics Service Institute Network (ESSIN) contract by issuing a vehicle that encompasses additional requirements that supports the entire IES mission and that is accessible to the entire Department of Education (ED) as applicable. This new requirement has been titled Procurement of Research Evaluation and Statistics Task Orders (PRESTO), and shall be a multiple award, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle.� Please see attachments for Presolicitation Notice.� DISCLAIMER: THIS IS NOT THE PRESTO REQUEST FOR PROPOSALS.� This draft solicitation notice is issued for continued vendor engagement and planning purposes only. This notice does not constitute a commitment by the U.S. Department of Education to solicit or award a contract at this time. Please disregard the dates in Section L. at this time as this document is in draft form and the links to the MS Forms in Section L. are not included intentionally at this time.�� Statement of Intent & Background The U.S. Department of Education (ED), Institute of Education Sciences (IES), welcomes industry feedback on critical elements of the draft Request for Proposal (RFP) that ED anticipates posting for the Procurement of Research Evaluation and Statistics Task Orders (PRESTO)�contract vehicle prior to the close of FY22 (ideally by September 1, 2022). PRESTO will replace the Education Statistics Service Institute Network (ESSIN) contract and will substantially increase the scope of work previously supported under ESSIN.� PRESTO will provide a broad scope of work that supports the entire IES mission and that is accessible to the entire Department of Education as applicable. ED anticipates the award of a multiple-award Indefinite Delivery/Indefinite Quantity (ID/IQ) contract vehicle that will include small business set-asides across all five scope categories. Instructions: ED welcomes your suggestions and/or questions about the draft PRESTO documents included with this announcement. Feedback may take any form.� You may suggest revisions to the proposed language.� You may ask questions to clarify one or more sections.� You may provide commentary on any aspect of the attached documents.� The purpose behind soliciting draft feedback now is to reduce the need for an extensive question and answer period following release of any formal RFP. Any RFP issued will permit questions, but we hope to reduce the number and scope of those questions prior to release.� Key Considerations: Providing feedback is not a requirement to respond to any RFP. Questions will not be published during the draft stage, and the identity of the asking party will not be made public. ED will not publish answers to questions during the draft phase. ED will not announce whether specific feedback results in any change to the subject document. All interested parties are invited to review the draft documents and submit responses through the PRESTO Draft RFP Questions web form (https://forms.office.com/r/27eAiMTQNq). Feedback is due no later than�12:00 p.m. Eastern Time on�August 19, 2022. Respondents should prepare to complete and submit the web form in a single browser session. Respondents may submit up to 10 questions per form submission. Responses entered but not submitted will not be saved upon closing or ending the browser session. For this reason, respondents are�highly�encouraged to review a blank copy of the form and compile answers in advance of beginning the live form submission session. NOTE: Responses must be submitted via the web form. The Government will not accept or consider responses sent outside the web form. Once submitted, respondents will have the opportunity to download and/or print a PDF copy of their response submission for their records.
