Description
AMENDMENT 1 (08/11/2022): Q&A and AMENDED SOLICITATION ATTACHMENT The solicitation attachment has been revised to reflect responses to questions asked, the latest FAC 2022-07 (AUG 2022), and the addition of NAM 1330-52.237-72 Contractor Access to NOAA Facilities (Sept 2017) and subsequent COVID-19 documentation. Question 1:�Could NOAA provide the names of individuals or firms that have provided support to the MSA Confidentiality Workgroup in recent years? Answer 1: This is a new requirement. There is no incumbent. Question 2: Is the contractor expected to have legal qualifications for this requirement? Answer 2: Experience requirements are listed within the Requirements section of the PWS. Question 3: Is there an anticipated workload to support the requirement? Answer 3: Working time is not anticipated to exceed 40 hours per week. Overtime is not anticipated nor authorized. Question 4:�What is the regularity and typical length of the Working Group, Advisory Team, and other meetings, i.e., how many meetings should we plan for? Answer 4:�Currently the Working�group meets on a bi-weekly basis while the Advisory Team meets monthly, each for 45 to 60 mins. The frequency of these meetings may change, depending�on the need for feedback from the Advisory Team. The progress meetings may be used as follow up to the working�group meetings if there is more information to cover with the core group.�All meetings are virtual, but the contractor should plan to travel 1-3 times/year for larger in-person meetings.� Question 5:�Will all meetings occur in Washington, DC, or will some be held remotely or in a regional office (e.g., Seattle)? Answer 5:�Some of the meetings will be held at NMFS science centers or regional offices as well as�at NMFS HQ�in Silver Spring, MD.�All meetings are virtual, but the contractor should plan to travel 1-3 times/year for larger in-person meetings.�� Question 6:�Would you want to see a detailed budget with rates, or is a lump sum preferred for each CLIN and Total? Answer 6: The solicitation CLINs specify�to provide the extended price for each year, however including the rates will be beneficial for government tracking purposes. Question 7:�Should we assume the same tasks will occur in option year 1 as base year 1? Answer 7: Yes. Question 8:�How long are the required trainings? Answer 8: Trainings are self-paced and completion times may vary. END OF AMENDMENT 1. This is a new requirement. There is no incumbent information. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as 100% small business set-aside. The associated NAICS code is 541990, and the business size standard is $17.0 million. This is being awarded as a best value trade-off. This combined synopsis/solicitation is for non-personal services to evaluate and revisit the agency�s policies and procedures for the handling of information that is required to be submitted under the Magnuson-Stevens Fishery Conservation and Management Act, for one (1) base year with one (1) option year. PLEASE SEE THE ATTACHED COMBINED SYNOPSIS WITH ALL TERMS AND CONDITIONS WHICH ALL VENDORS MUST BE IN COMPLIANCE WITH TO BE ELIGIBLE FOR AWARD. PLEASE NOTE, ALL BIDS MUST INCLUDE THE FAR 52.204-24 (NOV 2021) COMPLETED PROVISION WITH THEIR QUOTE. AT A MINIMUM, ALL QUOTES SHOULD INCLUDE CONTACT INFORMATION AND UNIQUE ENTITY ID/CAGE CODE.
