COMBINES SYNOPSIS/ SOLICITATION General Information: Solicitation Number: 77344422Q0038 Job Title: Loan Monitoring Officer Classification Code: R � Professional, Administrative and Management Support Services Set-Aside: No small business set-aside will be utilized NAICS: 541611 � Administrative Management and General Management Consulting Services PSC: R497 � Support � Professional: Personal Services Contracts Contracting Office Address: United States International Development Finance Corporation, (DFC), 1100 New York Ave, NW, Washington D.C., 20527 Description: The United States International Development Finance Corporation (DFC) Office of Acquisition requires a Personal Services Contractor (PSC) for a full-time equivalent Loan Monitoring Officer. This solicitation is only to be open to individual applicants. This solicitation will not accept price proposals. The PSC shall be a sole proprietor who will have an employee-employer relationship with the DFC. The level of effort and responsibility is generally equivalent to a GS-13, Step 1 through GS-14, Step 10. The contractor shall provide personal services as a senior officer - reporting to the FICMD Managing Director (MD) � and will manage an assigned portfolio of the most complex, sensitive, precedent-setting loans to FIs, NBFIs, MFIs, MIVs, as well as credits through intermediated LGFs and Frameworks. The LMO shall be responsible for his/her assigned portfolio from the time of its transfer from the loan originations departments (or from another officer) until the final repayment or recovery of the loan. In the fulfillment of these responsibilities, the LMO may perform this work alone or in combination with more junior or senior FICMD officers, as directed by the MD. The LMO shall provide assistance, support and back-up to the MD, or any other FICMD officer as designated by the MD. The contractor is responsible for managing and overseeing all tasks required to effectively monitor and credit-manage each loan and loan guarantees in his/her portfolio. Duties typically include funding DFC-approved credits, on-going monitoring of FI/NBFI/MFI/MIV/LGF/Framework loan transactions (as more fully described below), and negotiating, structuring, obtaining approval, and documentation closing on restructurings. Additionally, the incumbent shall, at the direction of the MD/FMD, provide support in effectively managing loan write-downs that may involve handling of assets to mitigate losses to DFC. Work involves coordinating major financing for international projects, including providing advice and staff support on planning, developing, implementing, and evaluating issues related to credit, risk and DFC policy. At this level, the incumbent provides critical support in business development, analysis of issues, and negotiating with other US agencies, private consultants, or foreign governments on language in documents to which the USG is or will be a signatory. Periodic travel may be required to conduct work in any DFC country. The Government intends to offer a firm fixed price contract to the individual whose quote conforming to the solicitation will be most advantageous of the Government, price and other factors considered in accordance with the Request for Quotes (RFQ). The anticipated base period of performance is 24 October 2022 to 23 October 2023 with four (4) one-year option period which will be exercised at the Government�s need or discretion. The Government will issue up to one award from the solicitation. Basis for Award: This acquisition is being conducted under FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. Applicants will be evaluated using the factors identified in the RFQ attached. No hardcopies of the solicitation will be issued. Noncompliance is grounds to eliminate the proposal from consideration for award. All responsible sole proprietors may submit an application which shall be considered by the agency.
