- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. �This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION.� No contract will be awarded on the basis of offers received in response to this notice.� The associated North American Industry Classification System (NAICS) code is 511210, with a size standard of $41,500,000 in average annual receipts. The Government requires Echo One software licenses and intends to negotiate a sole-source contract with: MarkPoint Technologies, LLC 6031 University Blvd., Suite 24 Ellicott City, MD 21043 Under the contemplated contract, MarkPoint will provide the following: Echo One software license for Layer 3 2G-5G cellular survey, WiFi (Clients) and BlueTooth. IP Network mapping and raw GPS data recording. Picture and video geo correlation with signal environment (P/N: MPT-ECHO-ONE-5G) The Government has determined that other companies� products and services do not meet, or cannot be modified to meet, the Government�s needs.� The Echo One software from Markpoint Technologies is a product that has undergone significant research and development over the last few years. The number of wireless technologies that are able to be analyzed and traced by this software is greater than any other known commercial software offerings. Additionally, this software package is developed to provide a full recording of all data packets sent and received and allow advanced cyber operations. Lastly, this product also offers full recordings of GPS signals for spoofing and jamming detection which is not known to be available from any other product. This is a notice of proposed contract action and NOT a request for competitive proposals.� However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. All inquiries should be sent by email to richard.childres@us.af.mil. Responses to this notice must be submitted by the date/time listed on the notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2022. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
