Description
NSN 5945-01-612-8839, PR #94774261, Relay Assembly Group This requirement currently is for a quantity of 8 units. Quantity price breaks are requested from 5 to 10 units. Solicitation will not contain a quantity option. This item is solicited under a Total Small Business Set Aside (FAR 19.502-2). Parts will be manufactured in accordance with the follow drawing: IAW BASIC DRAWING NR 77751 160D145315 REVISION NR K DTD 03/01/1999 PART PIECE NUMBER: 160D145315-23 Government First Article Testing is required. One testing unit will be delivered to the Government testing facility at Hill AFB, UT within 120 days of contract date. The Government evaluation will be completed within 90 days of receipt. The one testing unit will be maintained by the Government for manufacturing standards and will not be delivered as part of the completed lot. The Government required delivery of the completed lot (after Government FAT approval) is 274 days, and the item will be shipped to the government stock location at Hill AFB, UT. Inspection/Acceptance Origin, FOB Origin (FDT applies). Based upon market research, the Government is not using the policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. While price may be a significant factor in the evaluation of offers, the final award decision will be based upon a combination of price, delivery and past performance factors. This solicitation is an RFP (Request For Proposal) and will be available at https://www.dibbs.bsm.dla.mil on its issue date on or around 9/2/2022. Hard copies of this solicitation are not available, and must be downloaded from the internet site above. FDT (First Destination Transportation) program applies to this procurement and will include Procurement Notes: C16 (DLAD 52.247-9059) - F.O.B. ORIGIN, GOVERNMENT ARRANGED TRANSPORTATION C17 (DLAD 52.247-9058) - FDT PROGRAM - SHIPMENTS ORIGINATING OCONUS This solicitation will include the following Technical/Quality notes: TQ Note RD002 applies. This item and/or associated data has been determined to contain, utilize, or generate covered defense information This solicitation will not include the Reverse Auction provision. This NSN requires vendor registration on DLA�s Enhanced Joint Certification Program (JCP). The Defense Logistics Agency (DLA) limits distribution of export-control technical data to DLA contractors that have an approved US/Canada Joint Certification Program (JCP) certification, have completed the Introduction to Proper Handling of DOD Export-Controlled Technical Data Training and the DLA Export-Controlled Technical Data Questionnaire (both are available at the web address given below), and have been approved by the DLA controlling authority to access the export-controlled data. Instructions for obtaining access to the export-controlled data can be found at: https://www.dla.mil/Logistics-Operations/Enhanced-Validation/. To be eligible for award, offerors and any sources of supply proposed for use are required to have an approved JCP certification and have been approved by the DLA controlling authority to access export-controlled data managed by DLA. DLA will not delay award in order for an offeror or its supplier to apply for and receive approval by the DLA controlling authority to access the export-controlled data.
