- Combined Synopsis-Solicitation for Commercial Items Last Updated: 02/01/22 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ (36C25022Q0911). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06. This solicitation is a small business set aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 339113. The PSC is 6515. The Network Contracting Office (NCO) 10, 3 6150 Oak Tree Blvd., Suite 300 Independence OH 44131, is seeking to purchase Airway Clearance Units. The procurement of thirty (30) Duet Suction Units with Battery Backup and Retention Bracket is needed to replace old suction units throughout the Chillicothe VAMC and in the surrounding CBOCs. The current suction units are at end of life and require replacement. 2. Scope. Suction units will be used to aid healthcare providers when airway clearance is required. 3. Tasks. Delivery of thirty (30) Duet suction units for the medical center and each CBOC location. No installation or technical training is required by the contractor. All suction units shall have: A battery back-up, and powerful suction whether or not AC power is available. Built-in charger 3 year battery replacement policy At least 45 minutes +/- 10% of suctioning power emergency care procedures. Battery condition indicator. 1200cc Bemis canister included. Pump Airflow: Approximately 50 lpm. Clinical Airflow: 30+ lpm (achieved at tip of patient tubing). Size: 17""L x 9""H x 6""W; weighs 10.5 lbs. Battery Type: Sealed lead acid. The Government maintains the option to modify the normal work week, days and hours, as necessary for the accomplishment of VHA mission. Work Required by Others All work required by other trades shall be identified under this section by the Bidder. 4. Security Requirements The contract will not have access to medical or patient information. The C&A requirements do not apply and a Security Accreditation Package is not required. 5. All warranty and service associated with the equipment shall be in accordance with the OEM terms and conditions. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions.
