Description
This is a Notice of Intent to Sole Source announcement only. THIS IS NOT A REQUEST FOR TECHNICAL OR COST PROPOSALS. Any responses to this announcement will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. The Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. This notice does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. The purpose of this notification is to communicate the Government's intent to solicit and award a non-competitive procurement for Diabetes Intervention Analysis Services. Purpose and Objectives: Veterans Integrated Service Network (VISN) 2, Network Contracting Office (NCO) 2, is issuing a notice of intent to pursue a non-competitive procurement with KESSLER FOUNDATION, INC. for diabetes intervention analysis services by a Psychologist. Services include preparation of materials, conducting focus groups, analyzing results, and formally reporting back on outcomes of intervention strategies. Up to 250 hours of work will be required. 1. The anticipated contract action is hereby publicized in accordance with FAR 5.101 and 5.203. Pursuant to FAR 6.302-5, the services are authorized by statute through VA Directive 1663. Title 38 U.S.C. § 8153 may be used to sole source commercial services in support of VA Research. 2. KESSLER FOUNDATION, INC. has been determined as the only one responsible source capable of maintaining the continuity of research from identical and related studies at the VA New Jersey Health Care System. Background Information: The Whole Health Functional Medicine Social Determinants of Health (SDOH) focus group project is a central mission of the Veterans Health Administration and the Whole Health Functional Medicine. Whole Health is a system of care that empowers and equips Veterans to take charge of their life and health. This project seeks to explore and address barriers to chronic disease management and Whole Health utilization, and to design an intervention to overcome identified barriers. Diabetic interventions will be administered in Primary Care to support Primary Care Providers who face the challenging task of orchestrating chronic disease control and facilitating behavioral change. The aim of the project is to study the needs of Veterans with Diabetes and to design an intervention to help them manage their condition. a. The Psychologist must be aware of other parts of the project in order to conduct work appropriately. The Key Personnel employed by KESSLER FOUNDATION, INC. is uniquely suited to provide the required services due to being familiar with the exact Veteran population involved in the study and involved with other parts of the initiative. b. KESSLER FOUNDATION, INC. employs the Specialist/ Key Personnel (Psychologist) that completed an identical requirement in Government Fiscal Year 2021; continuity of services are required to preserve the study s integrity. This work is required to carry out a project funded by the Office of Patient Centered Care and Cultural Transformation. 3. The East Orange VA Medical Center requires a one-time contract for a six-month period of performance with KESSLER FOUNDATION, INC. for the work described herein. 4. The NAICS code is 541715 R&D in Physical, Engineering & Life Sciences (except Nanotechnology and Biotechnology) 5. The SBA Size Standard is 1000 Employees 6. The Product Service Code is R405 (Support- Professional: Operations Research/ Quantitative Analysis) 7. This non-competitive award is implemented pursuant to FAR 6.302-5. The services are authorized by statute through VA Directive 1663. Title 38 U.S.C. § 8153 may be used to sole source commercial services in support of VA Research. The Government intends to procure this sole source requirement under FAR Parts 12, 13 and 16. 8. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This notice of anticipated contract action is published as required by 15 USC 637 , USC 1708, and implemented by FAR 5.201(a). For additional information regarding this action, please contact the POCs indicated below. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the government.
