Description
This is not a request for a quote.� This announcement is considered market research in accordance to FAR Part 10.� The purpose of this posting is to seek out qualified vendors capable of performance of annual maintenance, calibration, testing and certification warranty of the Hydrogen Inflation Safety System (HISS) at Upper Air site located in Grand Junction, CO. The vendor must have expert knowledge on how the entire gas storage and delivery system works for proper annual calibration and warranty of the equipment. Hydrogen is the main gas and Helium is used as a backup gas to fill balloons.� All responsible sources are invited to respond. Submit a brief capabilities statement that clearly demonstrates the ability to provide the services indicated below. At a minimum: Company name, address, telephone number, point of contact, email and fax information. Unique Entity Identification, CAGE code, business size and socio-economic classification.� Description or past performance specifically related to the requirement. Work: The contractor shall perform maintenance, calibration, and testing to be completed to ensure optimum operation.� Item/Activity Regulator (NWS part) Visual inspection of gauges and condition. Set for proper nozzle discharge pressure (<15 psig). Gas tubing and valves Visual inspection of valve and tubing components for damage. Check valve operation. Replace any damaged handles or valve components Confirm all valves mounted securely. Repair/replace as needed. Signage Visual Inspection � damaged or missing.� Valve labels, NFPA 704 placards, hydrogen warning signs, tubing labels, operational signs. Repair replace as needed. Leak check of all hydrogen tubing and fittings With lines pressurized (HISS in RUN with all HY valves open) spray �SNOOP� leak detection solution on each fitting. Repair any leaks noted. Mass Flow Meter calibration Remove MFM and replace with calibrated unit with updated calibration sticker. Annual calibration required. MFM functional test Confirm that gas flow shuts off after flowing ~ 100 cu. ft. of gas into a balloon.� . Fan functional test Lift power supply to fan and confirm system shuts down after ~ 10 sec. Apply simulated load to fan circuit and confirm fan shuts down after ~ 10 sec. Check E Stop function Activate E stop at 4 button switch. Confirm system shut down. Hydrogen Solenoid Valve Confirm stoppage of gas flow upon valve closure. Component Enclosures Inspect for sealing, operation and no damage. Repair replace as needed. Bleed valve Confirm functionality The government will provide the following: Access to the site. Provide the contractor with any known system damages prior to the site visit. Provide Hydrogen at least one full 6 pack of Hydrogen. Extended Warranty Services: Repair or replacement of any HISS component that exhibits failure, whether during the inspection or any other time throughout the year, shall be completed within 15 working days of notification.� The following parts shall be covered due to failure from normal operations: 1. Mass Flow Meter, 2. HISS controller, switches, pushbuttons and all interior components, 3. Solenoid valve, 4. Fans, 5. All valves associated with the Hydrogen and Helium gas systems, 6. All stainless-steel tubing and convoluted flexible lines, 7. Gauges, 8. Component enclosures, 9. Gas cages. Conclusion: The contractor shall provide an inspection report documenting the results of the annual service.� The report shall be given to the local office and to the GCP. The sources sought request is for information only.
