GENERAL INFORMATION SUBJECT: Respiratory Therapist NAICS CODE:� 621399 POINT OF CONTACT:� Melinda Milheim� � melinda.milheim@ihs.gov PLACE OF PERFORMANCE (DELIVERY ADDRESS):� 4212 N. 16th St. Phoenix, AZ 85016 RESPONSE DATE/TIME: 09/02/2022 at 5pm EDT BUY INDIAN ACT The IHS Contracting Officer will give priority for all purchases, regardless of dollar value, by utilizing ISBEE set-aside to the maximum extent possible. Each acquisition of supplies, services or construction that is subject to commercial items (FAR 12.209) or Simplified Acquisition Procedures (SAP) (FAR 13.106) must be set-aside exclusively for ISBEEs. Definition(s): INDIAN ECONOMIC ENTERPRISE (IEE) - Any business activity owned by one or more Indians, Federally Recognized Indian Tribes, or Alaska Native Corporations provided that: The combined Indian, Federally Recognized Indian Tribe or Alaska Native Corporation ownership of the enterprise constitutes not less than 51%; The Indian, Federal Recognized Indian Tribes, or Alaska Native Corporations must, together, receive at least 51% of the earnings from the contract; and The management and daily business operations must be controlled by one or more individuals who are Indians. Definition:����� INDIAN SMALL BUSINESS ECONOMIC ENTERPRISE (ISBEE) � An IEE that is also a small business concern established in accordance with the criteria and size standards of 13 CFR Part 121. DESCRIPTION OF REQUIREMENT The NAICS Code 621399 OFFICES OF ALL OTHER MISCELLANEOUS HEATH PRACTITIONERS is applicable to this acquisition, the size standard is $8 million. The contractor shall provide Respiratory Therapists to provide respiratory care services at the Phoenix Indian Medical Center, Phoenix, Arizona.� The Phoenix Indian Medical Center is a 124 bed general medical and surgical hospital which provides comprehensive health services primarily to Arizona Indians and also to a few other eligible beneficiaries.� PIMC serves as a referral hospital for the more difficult and complex cases from other hospitals and health centers located throughout the Phoenix Area Indian Health Service.� It also serves as the primary health facility for a large number of urban Indians.� It is one of the only three referral hospitals in the Indian Health Service (IHS) which provides complex, highly technical health services to an entire Indian Health area. Major Duties: Certified or Registered Respiratory Therapists (CRTs or RRTs) perform work concerned with administering Respiratory Care and life support to patients with cardiopulmonary deficiencies and abnormalities.� Evaluate, treat and care for pulmonary disorders in both inpatients and outpatients of all ages, and in all hospital areas, meeting all age specific competencies. The contractor will perform adult and pediatric care procedures. They perform therapeutic and diagnostic procedures.� The contractor will also assist the PIMC medical staff in policy and procedures as they pertain to the provision of respiratory care and therapeutic evaluation & management of patients serviced at PIMC.� Coordinate and participate in the daily activities and procedures of the respiratory therapy and medical instruments areas to include scheduling and performing various pulmonary function tests, blood gas analyses, Aerosol therapy, oxygen therapy, bronchodilator therapy and mechanical ventilation.� Assist in the development of policies and procedures.� Prepare reports of procedures performed; maintain records and files reflecting patient information, expenditures, revenue and other operational data. Implement procedures to ensure maintenance and operation of diagnostic equipment within manufacturers specifications and accreditation requirements; document quality control procedures.� Ensure adequate inventory of respiratory supplies and materials. Contractor shall be responsible for review of patient orders for prescribed medications, frequency and route of administration.� He/She will be responsible for checking the electronic health record to determine when the last dose was given and when the next one is due.� If the contractor believes there is a problem with the medication order, they will contact the ordering provider or the house officer. Respiratory Therapist(s) rotate to inpatient ICU, to hospital wards (adult and pediatric), and Outpatient, to perform diagnostic & therapeutic procedures on neonatal, pediatric, adolescent, adult & geriatric patients. Contractor shall ensure that all procedures are performed according to PIMC Hospital and Departmental Policies and Procedures.� � � � � � � � � �� Participates in provider rounds & reports on the patient�s ventilatory status. Monitors & interprets values such as pulse oximetry, arterial blood gas analysis, expired carbon dioxide, etc. for the purpose of reporting patient status & making recommendations to the provider regarding treatment. Performs arterial blood gases for life support patients.� Draws arterial, venous & mixed venous blood samples for patients through arterial blood punctures, Swan-Ganz & arterial catheters. Uses blood gas analyzers & co-oximeters to analyze blood samples & identify abnormalities. Recognizes test results or patient reactions that indicate the need for additional tests or to consult the provider regarding changes to the care plan. Makes regular rounds on hospital nursing units to review or collect clinical data to insure that the respiratory equipment is operating properly and in compliance with provider orders. Contractor responsible for transporting, setting up, or testing the operation of and changing simple oxygen administering devices, e.g., masks and nasal cannulas with cylinder or centralized medical gas systems. Contractor responsible for disassembling, cleaning, assembling, and sterilizing reusable respiratory equipment such as oxygen analyzers and regulators, including recognizing and reporting variations from expected results. Attend PIMC employee�s orientation. Minimum Qualifications: The respiratory therapist(s) must have completed an approved program in respiratory therapy leading to a certificate as a CRT or RRT by the NBRC (National Board for Respiratory Care) or a certificate from another body that the NBRC recognizes as its credentialing equivalent.� The Respiratory Therapist must have an unrestricted valid license from the Arizona State Board of Respiratory Care Examiners. Knowledge of complex principles procedures and techniques of respiratory therapy to perform assignments involving a variety of acute and chronic respiratory disorders including the appropriate methods of treatment. Practical knowledge of anatomy and physiology covering the basic location and function of the major organs and structures of the respiratory, cardiovascular, muscular, and skeletal systems of the human body as they relate to respiration. Knowledge of chemistry and physics, including a basic understanding of the various principles of gas laws, humidity, temperature and pressures and an understanding of the properties of acids and bases. Knowledge of respiratory pharmacology including the classification the drugs interaction, patient responses, common dosages and the methods of administration. Skill in setting up and operating a wide variety of respiratory equipment and knowledge of the operating characteristics, capabilities and limitations to include arterial blood gas instruments. Ability to determine the effectiveness of the treatment being delivered to make recommendations to the providers regarding possible changes in treatment. Skill in performing various procedures to control and maintain artificial airways. The respiratory therapist(s) must have completed an approved program in respiratory therapy. The contractor should also have at least one (1) year experience as a Respiratory Therapist. Comprehensive knowledge of Indian Health Service � Service Unit Medical Staff, Governing Body By-laws, Rules and Regulations, and compliance with requirements for credentialing is a preference. Current BLS (Basic Life Support), ACLS (Advanced Cardiac Life Support), PALS (Pediatric Advanced Life Support), and NRP (Neonatal Resuscitation Program) certifications are required prior to the start date. Maintains special skills via current medical education in respiratory therapy. Skill in tact and diplomacy while working in stressful situations. Skill in working with people from a wide variety of backgrounds and different cultures. To identify and support responsible IEE/ISBEE(s) and prevent circumvention or abuse of the Buy Indian Act, interested, qualified, vendors must provide the following: Representation must be made on the designated IHS Indian Economic Enterprise Representation form (attached) through which the offeror will self-certify eligibility; and, Identify the Federally Recognized Indian Tribe or Alaska Native Corporation upon which the offeror relies for its IEE status. Interested firms are reminded that in accordance with FAR 4.12, prospective contractors shall complete electronic annual representations and certifications in conjunction with FAR 4.1102 required to be registered in the Systems for Award Management (SAM) at the time an offer or quotation is submitted in order to comply with the annual representations and certifications requirements.
