- Description
- The Government hereby submits a notice of intent to award a sole source firm fixed price contract to Tetracore, Inc.�for T-COR 8 Ultra Portable 8 well, Real Time PCR Device. Single Source/Brand Name Justification Less Than the Simplified Acquisition Threshold (SAT) FAR 13.106-1(b)(1) 1.� Identification of the agency and the contracting activity.� This justification is executed by the Foreign Animal Disease Diagnostic Laboratory (FADDL/NVSL/APHIS/USDA), at the Plum Island Animal Disease Center (PIADC) to meet the needs of the disease diagnostic mission. 2.� Description of supply or service required to meet the agency�s needs. The objective of this acquisition is for NVSL to purchase the T-COR 8 Ultra Portable 8 well, Real Time PCR Device system to be use with the ASF 2.0 PCR Dry assay reagents, required for implementation for diagnostic testing and evaluation for FADDL, and validation, for the purpose of supporting diagnostic and surveillance of the African Swine fever outbreak in DR, HTI and surveillance in Puerto Rico. Estimated Value: $25,000 3. �Rationale or circumstances for limiting competition.� Specific characteristics of the T-COR 8 Ultra Portable 8 well, Real Time PCR Device, that limit the availability to a sole source are that only Tetracore Inc, manufactures and services the T-COR 8 Ultra Portable 8 well, Real Time PCR Device. They are the sole provider and manufacturer of parts for repair and maintenance of the T-COR 8 Ultra Portable 8 well, Real Time PCR Device and ASF 2.0 PCR Dry assay reagents.� Only this suggested source can furnish the requirements, to the exclusion of other sources, because the T-COR 8 Ultra Portable 8 well, Real Time PCR Device is an instrument which is proprietary to Tetracore Inc., and no other parts or service may be substituted from providers of other Real Time PCR devices. 4. �Description of the market research conducted and the results or a statement of the reason market research was not conducted.� � Market research was not conducted due to the specific needs to obtain the T-COR 8 Ultra-Portable 8 well, Real Time PCR Device from Tetracore. Tetracore T-COR 8 Real-Time PCR Thermocycler analyzes potential threats for the rapid confirmatory analysis of biothreats and high-impact veterinary diseases. In less than an hour, the T-COR 8 allows first responders in the field or scientists in the lab to confirm the presence or absence of a biothreat. The device is an ideal point of care PCR instrument, offering all the features of a large, powerful real-time PCR machine in a small, portable ion. package. The device provides confirmatory results in less than one hour, 8 independently programmable amplification wells which can run multiple protocols simultaneously. The implementation of this device for diagnostic testing and evaluation and validation at FADDL, for the purpose of supporting diagnostic and surveillance of the African Swine fever outbreak in DR, HTI and surveillance in Puerto Rico will be crucial for our mission. 5. �Estimated price, including all options, if applicable.� The T-COR 8 Ultra Portable 8 well, Real Time PCR Device and one year maintenance is estimated to cost around $25,000 which is deemed fair and reasonable compared to similar systems.� �The T-COR 8 Ultra Portable 8 well, Real Time PCR Device is required for emergent support for detection and surveillance of the African Swine Fever (ASF) outbreak in the Dominican Republic and Haiti, and for surveillance in Puerto Rico.
