All changes made by the following Government responses on the Continuation Page hereby amends the terms of the solicitation. How are the four factors (Technical, Past Performance, Veterans Involvement, Price) weighted in terms of percentage? B. FACTORS TO BE EVALUATED: (Listed in Descending Order of Importance) 1. TECHNICAL 2. PAST PERFORMANCE 3. VETERANS INVOLVEMENT 4. PRICE GOVERNMENT RESPONSE: The evaluation factors are listed in order of importance. There are no percentages assigned to each factor. As stated in solicitation Sec. E.9 52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014), specifically A. BASIS FOR AWARD The Technical Capability factor is significantly more important than the Past performance Factor. The Past Performance factor is more important than Veterans Involvement. The Veterans Involvement Factor is slightly more important than price. To receive consideration for award, a rating of no less than ""Acceptable"" must be achieved for the Technical Capability factor. The non-price factors, when combined are significantly more important than the price factor. Q2. What date should Attachment H be sent to you if needed? The date listed has passed. GOVERNMENT RESPONSE: The solicitation section E.8 52.212-1, specifically ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL ITEMS is hereby revised as follows: The offeror shall instruct the POC at the referenced entity to return a copy of the completed PPQ directly to the Contract Specialist, Tonya W. Purce at tonya.pure@va.gov no later than September 14, 2022 at 4:00 pm Eastern Standard Time. Q3. Regarding Attachment C: Past performance reference, are you looking for a reference with whom we have participated with to respond to an RFP? We have participated in joint contracts with our SDVOB partner where they are the Prime Contractor responding to the RFP, and we are the Sub-contractor delivering a product or service. Is that what you are looking or in this reference? If not, please explain what you would accept to fulfill this function. GOVERNMENT RESPONSE: Offerors may reference any relevant and recent worked performed where they participated as either the prime contractor or subcontractor. Per the solicitation, Data concerning the prime contractor shall be provided first, followed by each proposed major subcontractor, in alphabetical order. Q4. Regarding Attachment H: Past Performance Questionnaire, this appears to require a customer reference - is that correct? If so, are you specifically looking for a government contract reference or any customer? Are you specifically looking for a monitor customer or any product/service? GOVERNMENT RESPONSE: Offerors are to instruct their reference to complete Attachment H and e-mail it to Tonya W. Purce at tonya.purce@va.gov and Sharon Redman at sharon.redman@va.gov in PDF format. The reference maybe non-government as long as the work performed is relevant and recent. Recent work is considered any contract awarded within the past three (3) years from the date of issuance of the final solicitation, which are relevant to the efforts required by this solicitation. Areas of relevance include projects of similar size and scope that the cover the areas of the solicitation. It is incumbent upon the contractors to explain the relevance of the data provided. Q5. Regarding the 3% SLA fee, do we: 1) add that into our pricing, 2) collect SLA from the end user and 3) pay the SLA collected electronically to the SAC? GOVERNMENT RESPONSE: Please refer to the instructions in solicitation Attachment D Contract Clauses, specifically D.2 SAC 18 - 01 SAC SERVICE LEVEL AGREEMENT FEE AND SUBMISSION OF QUARTERLY SALES REPORTS: OPEN MARKET (JAN 2016). Per the solicitation clause on pg. 1-3: In order to facilitate SLA reimbursement, offerors must include (imbed) the SLA fee into their prices; therefore, the fee will be reflected in the total amount charged and transparent to ordering activities. The Contractor shall remit the SLA fee to the SAC in U.S. dollars within 60 calendar days after the end of the reporting quarter and final payment shall be remitted within 60 days after physical completion of the last outstanding task order or delivery order of the contract.
