Description
The National Institutes of Health (NIH) intends to award a fixed priced purchase order on a sole source basis to Edwards Lifesciences, LLC, One Edwards Way, Irvine, CA 92614 to procure two (2) Edwards Lifesciences Hemosphere Advanced Monitoring Systems. These monitoring systems provide Swan-Ganz catheter, invasive and noninvasive cardiac output and cerebral oximetry monitoring that inform anesthetic management of major surgical cases in the NIH Clinical Center, Department of Perioperative Medicine. The Department of Perioperative Medicine provides anesthesia care to pediatric and adult research participants at the NIH Clinical Center. For major surgeries that involve large volume shifts, cardiac output monitoring guides anesthetic management. Currently, the Department of Perioperative Medicine does not possess such monitoring capability, and it is needed to provide optimal patient care for major surgeries. Furthermore, cerebral oximetry monitoring has been requested by surgeons for major head and neck surgery; the Hemosphere also has the capability of cerebral oximetry monitoring. Finally, the Hemosphere provides clinical decision support. These physiologic monitoring parameters will optimize anesthetic management for patients of the NIH Clinical Center than undergo these surgical procedures. The Edwards Lifesciences Hemosphere Advanced Monitoring System is the only known device that provides both invasive cardiac monitoring, minimal invasive and noninvasive cardiac monitoring, as well as cerebral oximetry monitoring. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
