(I)� This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II)� This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRAMC100-22-01387. (III) � The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 (AUG 2020) (Deviation 2020-11)(AUG 2020). (IV) � This solicitation is being issued as A Small Business Set-Aside. The associated NAICS code is 3341519. The small business size standard is 500 employees. (V)� This combined solicitation/synopsis is for purchase of the following commercial item(s): All the equipment needs to have a proven history of performance. These ultrasonic anemometers and propeller/vane anemometers have a proven record of performance within the scientific community. The ultrasonic anemometer needs to be robust (operating in all weather conditions from -40 to 50 deg C), reliable, accurate (better than 2% accuracy for wind speed and temperature), and capable of measuring and transmitting a wide range of wind speed (up to 40m/s) and temperature (-40 to 50C) at 10Hz or faster. Additionally, it needs to run on 12VDC and be low power, using less than 0.5A. Furthermore, the sensor needs to be omni-directional, not interfering with winds coming from a particular direction and needs to transmit the data using RS-232 at 38400 baud. Finally, the sensor needs to have its transducer flow distortion well-characterized through experimentation and/or wind tunnel tests. Sensor should be low power (< 0.5 W) with an operating range between - 40 and 60 Deg C. The sensor output should be SDI-12 and have an output rate up to 10 Hz. Sensor should have an IP65 rating.
