- This procurement was awarded under statutory authority 10 U.S.C. 2304(c)(4) permitting other than full and open competition. 10 U.S.C. 2304(c)(4), which is implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-4 (b)(1), states, �the terms of an international agreement or a treaty between the United States and a foreign government or international organization, or the written directions of a foreign government reimbursing the agency for the cost of the procurement of the property or services for such government, have the effect of requiring the use of procedures other than competitive procedures."" As a result, the fixed price contract was a directed sole source effort for H-1 Calibration Standards in support of the Czech Republic Ministry of Defense AH-1Z under Foreign Militatry Sales (FMS) Case EZ-P-SBF for the procurement of P/N: 40262-41230-10, Reference Unit Simulator Calibration Tool, NSN 4920-01-668-8830; P/N: 38413-41200-1, AH-1W 20MM Gun Calibration Tool; and P/N 38413-41240-1, AH-1W Rocket Pod Calibration Tool.
