Description
NOTICE OF INTENT The National Institute of Standards and Technology (NIST) Acquisition Management Division intends to negotiate with Orolia USA, Inc. located in West Henrietta, NY on a sole source basis under the authority of FAR Subpart 13.106-1(b), soliciting from a single source, for High Precision Distributable Timing kit. The Applied Systems Metrology Group requires a High Precision Distributable Timing solution to provide a signal that has the delay time from cables (or fibers) removed and allows measurement instrumentation to trigger on a 10 MHz that has no need to develop complex solutions for correction of the signal propagation time and creating the ability to measure at the same time across long distances (km) which is critical to spectrum measurement. Specific Requirements are as follows: Item 1:��White Rabbit LEN Standalone Kit Full Quantity: 3 EA Specifications: 1.1��3 x WR-LEN2 x AXGE-3454 (1490TX/1310RX) 1.2��2 x AXGE-1254 (1310TX/1490RX) 1.3��4 x Coaxial cable SMA to BNC (1m) 1.4��2 x Optical Fiber 2 M 1.5��1 x Cable USB (A) to mini-USB male 1.6��3 x Power Supply: 5V & 1.2A Includes a two (2) year warranty. This shall be provided and accomplished in accordance with these specifications. NAICS Code is 334515 � Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a Size Standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order to Orolia USA, Inc. for this requirement. Interested parties that can demonstrate they could satisfy the requirement listed above for NIST must clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. If competitive procedures are not used it is estimated that an award will be issued 4th Quarter of FY22. All responses to this notice of intent must be submitted to clifford.nicholson@nist.gov no later than the date and time provided herein this posting. JUSTIFICATION FOR OTHER THAN FULL AN OPEN COMPETITION: Market research resulted in Orolia USA, Inc. being the only vendor to provide White Rabbit LEN Standalone Kit Full as required meeting all specifications listed as no others have demonstrated the same or similar capability.� State of the art measurement capabilities and facilities require the ability to collect data and make decisions faster than the worlds most sophisticated telecommunications equipment. The ""White Rabbit Time"" distribution system provides time accuracy of better than 1ns. This time accuracy is orders of magnitude better than and far surpasses the time scales of modern digital communication, allowing for the development of sophisticated metrology tools to evaluate and characterize communication systems across distributed laboratories and/or sensor nodes.�Without this capability, the acquisition of spectrum data at the same time will be prevented, creating the need for costly post-processing to be created and implemented. This post processing requires the use of a computer programmer and a subject matter expert in time alignment would be approximately 1000-man hours and require stringent quality testing introducing lengthy time delays and an estimated $500K to $1M fund expenditures with much greater uncertainty..��
