- MICC-West Point intends to award a sole source contract under statutory authority 10USC 2304(c)(1), as implemented by FAR 6.302-1:� ""Only one responsible source and no other supplies / services will satisfy the agency�s requirements.""� The applicable NAICS Code is 811490- Other Personal and Household Goods Repair and Maintenance This is not a Request for Quotes nor a Solicitation for Offers.� No solicitation package will be available. Contractor shall furnish all services, materials, supplies, labor, equipment, superintendence, and travel as necessary for the performance of the work specified herein. The work shall be in accordance with this Performance Work Statement. ��Sole Source MFR: Pipe Organ Renovation Service 1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform the services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.1.1 Removal the Contractor shall remove all required parts of the existing chapel pipe organ (Moller Organ #9468/1960) to renovate (repair, rebuild and reinstall) the pipe organ according to the annexed final Specifications in their facility. Removal includes all packing and shipping IAW normal commercial practices for safe handling and transport. 1.1.2 Shop Work: The completed organ represents the distinctive work of the contractor and does not resemble a supply house assembled product. The Contractor shall negotiate the final Specifications with options that may change cost, understanding that the contract total is a not to exceed amount seeking to maximize the design-build efficiencies of the contractor. The Contractor shall use in-house capabilities to integrate existing parts with new custom parts, including, for example, renovating the Organist�s Console, which requires replacing the (key and stop) switching system and therefore rewiring the entire organ. The Contractor shall submit a sketch of the proposed visual appearance within the chapel for approval by the Chaplain (Priest). The Contractor shall produce a set of buildable Specifications outlining the project in detail. The documentation includes Stop list, Tonal analysis, Console & Accessories (detailed features and functions), Space requirements, Loads, Items supplied but not made (typically blowers, power supply, and switching systems), Final Visual Appearance Sketch, Shop Drawings (Plan & Elevation), outline of all existing and new pipes and chests, identify any alterations and all new work. The Contractor shall modify the existing casework to accommodate any alterations and ensure the casework matches the existing case color. The Contractor shall provide in the existing or a new Console Case, an Organist�s console conforming to the Specifications complete with either cosmetic repair and renewed finish, or equivalent. The finish shall match existing casework. The Contractor shall provide a new adjustable bench with adjustable crank, new keyboards (manuals) properly adjusted for touch, a new or renovated Pedalboard with new upper and lower bumper felts, and replacing other worn parts found upon inspection. The Contractor shall provide new Maple key naturals and standard shape and finish key sharps for the Pedalboard, and properly adjusted touch and feel. All of the above Console items must conform to the AGO Console standard. For the Console internals and electrical elements, the Contractor shall provide new electric stop controls to effectively manage the Stop list, The Contractor shall provide a new solid-state Combination Action integrated with the Switching System, final details pending. [Note: For planning purposes allow for 10 generals, affecting all stops and couplers of the entire organ and with thumb and toe pistons. And at least four Divisional� s affecting the stops and intra-manual couplers of each division. Provide normal Reversible pistons for each Division. Provide system required Special Pistons to include General Cancel, Setter, Indicate, Memory Select, Transposer, and Restore thumb pistons.] The Contractor shall install two balanced pedal movements, IAW the Specifications and properly wired to provide Expression and a Register Crescendo Pedal. The Contractor shall provide new AC accessory wiring and all DC console-wiring harnesses providing new cabling and over-current protection. The Contractor shall provide new console lighting, including music rack and Pedalboard, IAW the Specifications. The Contractor shall provide any LCD display panel, record/playback, MIDI In/Out/Thru, USB Ports, Sequencer with at least Previous and Next pistons as required to support the solid-state operating system features and functions. The Contractor shall provide a blower of adequate capacity at normal use producing a gentle steady wind with an appropriate CFM to each division bellows for the attached pipes supplied by single rise style bellows equipped with a curtain-style flow-control valve adjusted to provide the correct operating pressure for the organ pipes in use. In the event that the final specification requires more system capacity, the required alterations are included within this agreement and without additional cost to the government. [Note: Gentle-steady wind, for ceremonial and liturgical music. (Normal use is 25% polyphony)]. The Contractor shall perform all required cleaning, repairs, and preliminary re-voicing work of organ pipes as outlined. This includes fitting existing pipes to new chests; or the fitting of replacement tuning slides to existing pipe sets as outlined in the final Specifications. Make all required new pipes. The Contractor shall perform all required alterations to existing wind chests; or provide new compatible electro-pneumatic wind chests IAW the final Specification. All actions shall be fit for use. All racking shall properly support the pipes. The Contractor shall provide for reasonable service access in wind chest layout. The Contractor shall pack and ship the completed work IAW normal commercial practices for safe handling and transport pending reinstallation at West Point. 1.1.3 Reinstall: The Contractor shall reinstall the renovated organ in the Most Holy Trinity Chapel (Bldg. 699), West Point, NY in coordination with the Chapel operating schedule. The Contractor shall provide site preparation and changes in building AC electrical service. (Note: Contractor may request availability of JOC with cost adjustment from KO.) All Contractor provided Organ electrical work performed on site shall conform to the current edition of the National Electrical Code (NEC) Article 650 and related, (NFPA 70) as enforced locally. The Contractor shall remove all cotton-covered cable in the organ and replace with new PVC (appropriately rated such as Plenum) insulated wiring and DC fusing. The Contractor shall also replace the old DC power supply and install a new (UL 1012) DC power supply to operate the organ, the power supply shall be of adequate capacity at full organ and produce a ripple-free DC suitable for solid-state electronics operation. The Organist console shall control the new lightning tolerant fiber optic solid-state operating system, with integrated combination action and wired to control the organ actions. (The supplier options shall include Walker Technical, Syndyne, and Contractor choice.) Features and Functions are IAW the final Specifications. The Contractor shall integrate all required supporting electrical products. The Contractor supplied services include replacement The Contractor shall provide a DC electric Expression shade controller opening the louvers a minimum of 60 degrees that provides acceptable volume control. The Contractor shall retain and repair, as needed the existing tremolos, adjusted for organist taste. The Contractor shall provide and artistically control any digital voices, which will be by the Allen Organ Company, Macungie, PA. The on-site installation completes the final assembly of the organ. Additional site-work follows which includes on-site tonal regulation and adjusting the voicing of each pipe. The Contractor shall pitch and tune the entire organ to a-440 Hz at normal use temperature. The completed Organ is then subject to acceptance testing. The Contractor shall provide a standard warranty following completion. Special Qualifications: The Contractor shall have expert level experience with the Design, Build, and Repair of traditional electro-pneumatic Pipe Organs equipped with Universal wind chests and Pitman and Unit stop actions. *20 years of experience minimum on major builds & rebuilds of electro-pneumatic pipe organs. * Internal Pipe Shop, staffed with pipe makers and voicers. * Internal Wood Shop that produces Pitman & Unit Universal wind chests with a minimum experience base of 150 chests. This notice of intent is not a request for competitive proposals.� However, any responsible source that believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice.� A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.� All questions, comments, or documents must be sent to Maureen.a.Flanagan2.civ@army.mil by no later than the closing date of this notice on September 5, 2022 @ 10:00 AM (EST).
