- The U.S Army Medical Research Acquisition Activity, in support of the U.S. Army Medical Materiel Development Activity (USAMMDA) Warfighter Deployed Medical Systems (WDMS), Product Management Office (PMO), intends to issue a firm-fixed priced (FFP) solicitation W81XWH-21-R-0032 for a maximum of 1,250 X-Ray Calibration Systems. The required calibration systems are used for the calibration and safety measure analysis of deployed radiologic imaging systems within a wide variety of clinical and environmental conditions, including austere environments. The authority for the sole source justification and other than full and open competition procedures will be in accordance with (IAW) FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. To be eligible for award of the production IDIQ, an offeror must have passed First Article Testing (FAT). The Government�s strategy consists of a 2-step process: Step 1 was the X-Ray calibration systems undergoing FAT which were solicited on a full and open competition basis via solicitation W81XWH-20-Q-0131. Two (2) Offerors submitted quotes in response to W81XWH-20-Q-0131 and USAMRAA awarded contracts to both companies (RTI Electronics Inc. & Fluke Electronics Corporation). FAT was conducted by the Government and both awardees� systems successfully passed FAT. Step 2 is that USAMRAA is now planning to issue a solicitation that will result in the award of a Single Award IDIQ for production units of the X-Ray Calibration Systems. A multiple award IDIQ contract is not feasible because fielding dual manufacturers and models of X-Ray calibration systems is not effective or efficient when operating in a global environment. Fielding dual systems leads to issues in training and maintenance. Biomedical Equipment Technicians (BMET) are required to maintain the system in the field (i.e. without return to an Original Equipment Manufacturer or depot) and are required to conduct system training at a unit level. Training BMETs on dual systems leads to reduced proficiency and can cause higher rates. Providing maintenance and repair parts in an operational environment for dual systems is cumbersome and inefficient. Summarily, to be operationally effective in a global environment, fielding a single system is required. Therefore, a Single Award IDIQ contact is appropriate. Solicitation of proposals will be limited to the two (2) awardees whose units successfully passed FAT (RTI Electronics Inc. & Fluke Electronics Corporation). The anticipated period-of-performance (POP) of this contract is one (1) five (5) year period of performance for the Single Award IDIQ. The North American Classification System (NAICS) for this requirement is 334516 � Analytical Laboratory Instrument Manufacturing and the size standard is 1,000 employees. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to issue a solicitation no later than 7 days after publishing this notice of intent (NOI) to the two (2) vendors who successfully passed FAT. All interested parties may submit a response for consideration and identify their capability in writing (formats for submission: PDF, MS Word, or MS Excel) to Mr. Brandon Roebuck, Contract Specialist, at email: brandon.m.roebuck.civ@health.mil. This is a procurement of a commercial item. Therefore, the Contracting Officer has established a shorter notification period IAW FAR 5.203(a)(1). Responses are due no later than 06 September 2022 at 10:00 AM Eastern Standard Time (EST). This NOI announcement for X-Ray Calibration Systems, is not a request for competitive quotations. However, the Government will consider all responses received. The Government will not be responsible for any cost incurred in preparation of quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a subsequent competitive procurement.
