Description
The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, with Lighthouse Photonics, 780 Montague Expy, Suite 304�San Jose, CA 95131, for the purchase of one (1) ultra-low noise DPSS pump laser to be utilized by NIST�s Physical Measurements Laboratory (PML). The statutory authority for this acquisition is 41 USC 3304(a)(1); FAR 13.106-1(b). ***** Sole source determination is based on the need to acquire one (1) ultra-low noise DPSS pump laser. The quantum measurement division requires one ultra-low noise DPSS pump laser to serve as an optical pump for Ti:Sapphire laser(s) with sufficient optical power, beam quality, and noise characteristics. The stability and ultra-low noise requirements for the DPSS pump laser stem from the requirements of the quantum source of indistinguishable photons which is being optically powered by an ultra-low noise DPSS pump laser, whose instabilities may have an adverse effect on the quantum source. The DPSS laser system offered by Lighthouse Photonics is the only DPSS laser system that can meet all requirements to include the following unique requirements. High optical output power of 10W or greater. This requirement will ensure an appropriate optical gain of Ti:Saph oscillator, which support generating a train of 10 to 60 ps. pulses. If lower output powers pulses were obtained the optical would not be generated; Good power stability: <+/- 0.25% (pk-pk) (over 24 hours). Power stability is essential for the long term stability of the pulse train generation and the output wavelength. Without the required power stability the system will spontaneously stop producing pulses with required properties, thus often requiring human intervention to re-establish the proper train of pulses Low noise: <0.02 % RMS. Low noise is also required for the long term stability of the pulse train generation and the output wavelength. Similarly, higher noise figure will adversely affect the long term stability of the source. Poor long-term stability of the laser system will lead to instability of the quantum source as a whole) and will adversely affect the mission. Lighthouse Photonics is the sole manufacturer and distributor of the equipment that meets the required minimum specifications. *****The North American Industry Classification System (NAICS) code for this acquisition is 334510 � Electromedical and Electrotherapeutic Apparatus Manufacturing, with a small business size standard of 1,250 employees. *****A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.� *****No solicitation package will be issued.� This notice of intent is not a request for quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
