Description
INTENT TO AWARD TO A SINGLE SOURCE NOAA's NMFS, Alaska Fisheries Science Center intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with MERIDIAN SYSTEMS, INCORPORATED, Unique Entity IDGES6SEFPANC4, CAGE / NCAGE 1N8K2. Last year we entered into a new service agreement for our Building Automation System with Meridian Systems, LLC for the monitoring, maintenance and repair of that system. Meridian Systems is the only Field Office authorized by Automated Logic for the state of Alaska to provide factory authorized support for their products. This PWS is being written as a requirement to evaluate the proposal that Meridian Systems has provided to replace components associated with the filter building valves. A copy of that proposal is attached to this PWS. The Automated Logic Building Automation System (BAS) was installed by Meridian Systems in 2013 after an open solicitation to replace the previous system. The ALC system uses proprietary equipment and open architectures to provide monitoring and control of our building systems. The WebCtrl server provides a graphical approach to manage, control, and monitor the BAS functions. BAS equipment and field panels communicate on a dedicated independent network utilizing BACnet, LonWorks, BACnet/IP, and TCP/IP protocols. The current BAS infrastructure consists of the following: The BAS is controlled by one WebCtrl server running version 7.0 of Automated Logic�s WebCTRL software, and Automated Logic field panels and interfaces. WebCtrl is a trademark of the Automated Logic Corporation, and is proprietary. As part of this years service agreement, the panel will be upgraded to version 8.0 The contractor shall provide management, supervision, labor, materials, equipment, tools, supplies, transportation, and any other items necessary to update and replace the retired Automated Logic multi-equipment controllers and expanders with supported Automated Logic Controllers. replace the field control panels for the operation, inspection, testing, maintenance, repair, and replacement of system components that comprise the existing Automated Logic WebCtrl BAS. The contractor shall have the expertise and corporate resources to provide the proper support. All work shall be performed in accordance with the most recent revisions listed for applicable codes, standards, and regulations. This service is for the purchase of services related to the replacement of the Valve Operator Control Panel in the Filter Building. The contractor shall provide management, supervision, labor, materials, equipment, tools, supplies, transportation, and any other items necessary to update and replace the retired Automated Logic multi-equipment controllers and expanders with supported Automated Logic Controllers. Only one source or brand name is reasonably available as detailed below:� Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required. Anticipated value will be under the Simplified acquisition procedures with an estimated value of less than $150,000.00. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
