Description
The US Coast Guard Office of Procurement & Contracting Miami Detachment (DOL 95), on behalf of U.S. Coast Guard Sector Charleston SC intends to award a sole source firm-fixed price order to Moran Environmental Recovery to validate booming strategies, collection points and identification of environmentally sensitive areas. The contractor shall furnish trained, qualified personnel and any required special tools or equipment necessary to complete the requirement listed on the Statement of Work. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. MER is the sole contractor for all petro-chemical Facility Response Plan holders covered by the Lowcountry Area Contingency Plan and Sector Charleston�s AOR. In addition, MER participates in each Lowcountry Area Committee, performed previous evolutions for validation and was a key member of the GRS workgroup that performed updates to 66 GRS Strategy This is NOT a request for quotes or proposals. Scope of Services needed: The contractor shall furnish trained, qualified personnel and any required special tools or equipment necessary to complete any work or task which may be issued.� Work tasks may be issued in the following general areas: Task 1 � GRS Equipment Deployments - MER will work with USCG Sector Charleston and the Lowcountry Area Committee members to validate booming strategies, collection points and identification of environmentally sensitive areas, for updates to the GRS maps. In addition the following actions will be performed: � � Provide updated data (written description, maps, reports) for inclusion in the Lowcountry Area Contingency Plan Period of Performance: The exact deliverable date is dependent on the start date of the contract and availability of vetted strategies from Sector Charleston. MER anticipates that the task will be completed within 30 days and a completed product can be delivered within two weeks of the contract start date. Applicable NAICS code:� 541990
