Description
NOTICE OF INTENT: The 502d Contracting Squadron (CONS), Joint Base San Antonio (JBSA) Lackland, TX intends to solicit and award a sole-source contract to Inveris Training Solutions (IVTS), 296 Brogdon Rd, Suwanee, GA, USA, under the authority of FAR 13.106-1(b)(1)(i) for five (5) SurviVR Virtual Reality Training Simulators to enhance the Inter American Air Forces Academy (IAAFA) Ground Defense Leadership and Special Reaction Team courses. The required virtual reality simulators are requested from the single source IVTS due to the sole ownership of the SurviVR equipment and intellectual property of the contractor. No other manufacturer provides SurviVR's unique capability to allow instructors to run the scenarios utilizing their own voice. The IVTS SurviVR is equipped with a proprietary networked microphone input tool which allows instructors to speak directly to all trainees in their native language without the trainees needing to remove their headsets. Other simulators have prerecorded Use of Force scenarios spoken in English. The instructor's ability to communicate with trainees in real-time is imperative since IAAFA is responsible for the training of international leaders hailing from 21 Latin American partner nations. Additionally, the ability afforded by SurviVR to re-create hyper-realistic virtual reality representations of the exact operational environment for multi-user interface will fill IAAFA's need for highly immersive, realistic and accessible training. This notice is not a request for competitive proposals and no solicitation is available. The Government intends to acquire a commercial item using FAR Part 12, Acquisition of Commercial Items, and intends to procure from only one source under the authority of FAR 13.106-1(b)(1)(i). Interested organizations may submit their capabilities and qualifications to perform the requirement in writing to victor.santana_feneque.2@us.af.mil @us.af.mil no later than 3:00 PM central daylight time (CDT), Wednesday, 13 September 2022. The Government will not be responsible for any cost incurred in preparation of responses to this notice. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications will not be accepted in response to this notice. No request for proposals or quotes will be issued based upon this Notice of Intent.
