Description
This Sources Sought Notice is being issued by the United States National Park Service, Department of Interior, National Contracts Region, Washington D.C. This Sources Sought Notice is to conduct a market survey and the government is seeking information from interested vendors and parties in industry in accordance with the Market Research requirements found in FAR PART 10. No funds have been authorized, appropriated, or received for this effort. Requests for a solicitation will not receive a response. Responses to this market survey must be in writing. Data submitted in response to this market survey will not be returned and any information provided by respondents is solely for the Governments use. Per Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses do not affect a potential offeror's ability to respond to any future synopsis/solicitation. The Government will not provide reimbursement for any information that may be submitted in response to this notice. Respondents are solely responsible for all expenses associated with responding to this notice. This notice is a market survey being conducted solely to determine whether there are adequate vendors to provide this supply and delivery of road salt and to identify if there are Small Business contractors available for the following proposed procurement. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research if a future follow-on solicitation is developed and released. This notice in no way obligates the Government to any further action based on the information received in response to this notice, and any future action, competition or set-aside decisions based on the information received in response is to this market survey is at the Governments discretion. The purpose of this market survey is to identify vendors for a potential requirement to supply and deliver bulk road salt to replenish salt bins at National Park Service (NPS) units within the National Capital Area (greater Washington DC environs) under a IDIQ type contract. Task Orders, known the IDIQ will be issued, as needed, to provide the necessary quantity of salt to restock salt bins at the designated park location per order, as well as alternative off-site storage locations and/or from locations providing emergency NPS access. ROAD SALT SPECIFICATIONS: 1. Bulk Road Salt a. Sodium chloride obtained from natural deposits (rock salt) or manufactured (evaporated, solar, other) and conform to AASHTO M-143-14 (2018). This standard specification covers sodium chloride used for pre-treatment of and deicing road surfaces and for road construction and maintenance applications. b. Salt shall be Type 1 - Used primarily as a pavement deicer or in aggregate stabilization. c. Road salt shall be treated with anti-caking agent such as Sodium Ferrocyanide or an approved equal. d. The sodium chloride shall be delivered in bulk and arrive at the purchaser�s delivery point in a free-flowing and usable condition. 2. Treated Road Salt a. A mixture of Sodium Chloride Type �A� crushed Rock Salt treated with corrosion inhibited liquid magnesium chloride product. b. Enhance the performance of the product over untreated salt by reducing corrosiveness, improving low temperature performance, reducing bounce and scatter, preventing clumping, salt pile freezing and enhancing flowability. c. Both Type 1 (containing corrosion inhibited liquid magnesium chloride), or Type 2 (containing corrosion inhibited liquid magnesium chloride and an organic based performance enhancer [OBPE]) are acceptable. National Mall & Memorial Parks, East Potomac Maintenance Yard, 1100 Ohio Drive, Washington, D.C, 20242 5. National Capital Parks -East, Baltimore Washington Parkway, 6565 Greenbelt Road, Greenbelt, MD, 20070 6. National Capital Parks -East, Suitland Parkway, 3400 Maywood Lane, Suitland, Maryland 20746 7. Rock Creek Park, 5000 Glover Road, NW, Washington, D.C, 20015 C&O Canal National Historic Park, C&O Canal Palisades District, 11710 MacArthur Blvd Potomac, MD, 20854 8. Responses to this source sought announcement will be used by the Government to make appropriate acquisition decisions. All interested contractors are encouraged to submit responses, using the format described below. Current GSA contract holders are encouraged to respond and reference applicable contract number for bulk road salt. (1) Corporate Information Identification (1 page maximum) � Company name and company address � Point of contact, phone, and email address � The firm�s business type and size for NAICS Code 423840 � Confirmation of registration in System for Award Management (Provide Unique Entity ID UEI) (2) Capabilities Statement (3 pages maximum) � Provide a brief description of projects complete or substantially complete within the last five years that clearly demonstrate your ability to fulfill the Government�s requirements as identified above. � Provide a listing of any current or recently completed ID/IQ or similar contract vehicles, GSA contract included if vendor is a GSA Contract holder, for bulk delivery and supply of road salt. Include the issuing agency (if applicable), range in value of projects/task orders, and number of projects/task orders issued to your firm. Responses must contain sufficient detail for the Government to make an informed decision regarding your capabilities. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. No proprietary, classified, confidential, or sensitive information should be included in your response. After review of the information received, a solicitation may be published on www.sam.gov A determination by the Government to proceed with the acquisition as a set-aside is within the sole discretion of the Contracting Officer. Interested vendors may respond by email only, no later than 09/20/2022 @ 4:30 EST to the Point of Contact.
