Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government reserves the right to make no award from this solicitation.   This is a request for quote (RFQ), and the solicitation number is 36C25022Q1108. The Government anticipates awarding a firm-fixed price Purchase Order resulting from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars 2022-07, effective 08/10/2022. The associated NAICS Code is 339112, Surgical and Medical Instrument Manufacturing. The Department of Veterans Affairs, Network Contracting Office 10, is soliciting quotes from all sources to supply the Dayton VA Medical Center one Zimmer Tricera Controller and three Tricera Handpieces, to support orthopedic shoulder surgeries. Respondents to this solicitation must fully demonstrate their capability by supplying detailed quote information, along with any other documents necessary to support the requirements below. However, we believe Zimmer Biomet is the only Contractor able to provide this requirement for the Dayton VA Medical Center. Quotes are to be provided to Gina P. Crank, Contracting Officer, via email at gina.crank@va.gov, no later than September 9, 2022, by 5:00 PM EST. No telephone calls will be accepted. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: An Arthroscopy System for use in Orthopedic shoulder surgery that includes the following items: R10001 TRICERA CONTROLLER 1 R10023 SHAVER HANDPIECE ATCLV NEW 3 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This advanced all in one Arthroscopy System is the newest and most technology advanced system on the market combining ablation/hemostasis, tissue resection, bone cutting and fluid management in system that can be controlled through the footswitch. There is no other all-in-one arthroscopy on the market. Description of market research conducted and results or statement why it was not conducted: VIP search with NAICS 339112 resulted 420 vendors, keywords added resulted in 1 Vendor being L1 Enterprises. L1 Enterprises was contacted, they don t distribute the requested requirement. Spoke with Zimmer, the OEM who stated there are no distributors of their Tricera Controller and Shaver Handpiece. No results from GSA. No results from a google search with exception of the OEM Zimmer. This is the first ever only Al-in-One arthroscopic surgical platform. The VA Rule of Two is Unattainable. A brand name or equal, combined synopsis will be posted on SAM/Contract Opportunities. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
