Description
CDC awarded modification 00009 to contract 75D30121C10087 to Deloitte Consulting LLP, 1919 N Lynn St, Arlington, VA 22209-1742 on 8 September 2022, in the amount of $410,768.50. This notice makes available a Justification and Approval for Other than Full and Open Competition (J&A) that applies to this contract. �This contract modification was issued under the authority of FAR 6.302-2, �Unusual and compelling urgency.�� The objective of the original contract is to provide integrated and comprehensive support for responsive, efficient, and cost-effective operations and maintenance support of the VAMS solution to accommodate 20 million COVID-19 vaccine doses per month during the base year and up to 5 million doses per month in the option year during peak vaccination seasons and less for other months in the option year. �The O&M also includes obtaining on behalf of the Government the appropriate software license agreements for all the system components used to establish the VAMS application including the GovConnect platform.� Additionally, the O&M includes providing the appropriate technical assistance to CDC and its designated users to ensure they can leverage VAMS for tracking vaccine administration and distribution.� The integrated and comprehensive O&M also includes providing the necessary technical consultation to ensure VAMS complies with all CDC governance and security requirements.� Finally, the O&M includes providing the technical support required to manage change requests, implement enhancements, re-mediate issues and defects. This modification adds a requirement to monitor and track Monkeypox vaccinations in the same way that COVID is reported and tracked.� �With the recent outbreak of Monkeypox and resulting declaration of� Public Health Emergency status, the VAMS must be modified to accommodate data needs.� To support the COVID-19 vaccination efforts, CDC worked with Deloitte to establish VAMS to facilitate mass vaccination scenarios and data collection/tracking of the COVID-19 vaccination. Now that Monkeypox (MPX) has been declared a national emergency, we must move quickly to apply enhancements to VAMS in order to support this emergency response. Attempting to seek any other responsible source for this response enhancement is not feasible as the delay would keep current users from immunizing their target populations quickly and as required by PHS Act 319.� Under PHS Act 319 CDC is require to support states and responding to public health emergencies.� Currently, VAMS does not report MPX.� It is urgent that states have reporting capability through VAMS at the earliest possible date. The attached J&A is being made available within 30 days of the contract modification award in accordance with FAR 6.305(b) and will remain active for 30 days in accordance with FAR 6.305(d)(3).
