Description
Notice of Intent to Sole Source: 36C77622Q0500 Nursing Hours Per Patient Day Data (NHPPD) Introduction: The Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source contract to Labor Management Institute, Inc. (LMI) for Nursing Hours Per Patient Day Data. Justification: The Society for Human Resource Management (SHRM) is the foremost expert, convener, and thought leader on issues impacting today s evolving workplaces. SHRM s evidence-based research provides professionals with the data they need. SHRM is an internationally recognized organization providing state of the art training and certification. They provide business leaders with the latest information and resources needed to building better, forward-thinking, world-class workplaces leveraging the latest in technology. SHRM credentials signifies the holder as a recognized expert and leader in the HR field and is an asset to their organization providing high level of knowledge and skills. SHRM certification is the only HR certification. Background: Description Program: The Staffing Methodology initiative is a Veterans Affairs Medical Center (VAMC) unit-based staff budgeting process that requires data to drive the FTEE recommendations. The recommendations require three major inputs: the leave factor, the access point, and the recommended nursing hours per patient day (NHPPD). To develop the NHPPD the unit will have to start with a baseline comparison for Nursing Hours for their particular unit type. Through several channels (field-based feedback, OIG and GAO reports, and site visits) ONS has found that facilities are having trouble purchasing external data due to facility resource constraints. External comparison data will help facilities build baseline NHPPD. Submittal Information: As stated above, this is an Intent to Sole Source. However, any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the government. Responses to this notice are due on or before 1:00 PM EST on September 13th, 2022 to Charles McKenzie via email at charles.mckenzie@va.gov. All responses must include the following information: Company name, Cage code, CCR number, Dun & Bradstreet number, Company address, Point of contact name, Phone number, Fax number, GSA contract (if applicable) and email.
