Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 140F0922Q0146 is issued as a request for quotation (RFQ). The anticipated award date is within 5 days after the close of this announcement. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number: 2022-07, Effective Date: 8/10/2022. This requirement is being solicited as Unrestricted. The applicable North American Classification System (NAICS) code is 115112 Soil Preparation, Planting, and Cultivating. The small business size standard is $8.0 Million. The Government intends to award a firm fixed price contract resulting from this combined synopsis/solicitation. Line Item Description(s): Aerial Herbicide Application up to 900 Acres Delivery Schedule/Period of Performance: Two to Three-day application expected - Application must be completed before 10/10/2022 Location/Description of Work: � Location 1: Great Dismal Swamp National Wildlife Refuge Central Refuge, in vicinity west and south of Lake Drummond in Virginia and North Carolina. Acres to Treat: up to 600 acres of Phragmites Australis, invading approximately 3,000 acres of the burned over swamp. � Location 2: Great Dismal Swamp National Wildlife Refuge Southeastern Refuge, in the Blocks. Acres to Treat: up to 300 acres of Acer rubrum, Clethra alnifolia, Toxicodendron radicans and other woody or herbaceous vegetation within the managed forested units. Terms & Conditions: - The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition - The provision at 52.212-2, Evaluation -- Commercial Items applies to this acquisition (refer to terms and conditions for details) - Offerors must include a completed copy of the provision at 52.212-3 Offeror Representations and Certifications-Commercial Items and submit with its offer. - The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition - The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition (refer to terms and conditions for details) Any additional contract requirement(s) or terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are attached in the Terms & Conditions document. Important Submission Dates & Site Visit Info: 1. Site Inspection: Prior to submitting a quote, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. A site visit inspection has been scheduled for Wednesday, September 14, 2022 at 10:00am EDT. The inspection will take place at the Great Dismal Swamp National Wildlife Refuge, 3100 Desert Road in Suffolk, VA, 23434. Meet inside the HQ Building. The POC is Chris Lowie, Refuge Manager, 757-986-3705. Expect a minimum of 3-hours to allot time to get to the remote locations. 2. Question Submission: All questions regarding this Solicitation must be submitted in writing to the Contracting Officer, Ryna Russell at ryna_russell@fws.gov no later than Friday, September 16, 2022 at 11:00am EDT. If necessary, questions received will be answered through an Amendment to this Solicitation. Emails must indicate the following in the subject line: Question Submission 140F0922Q0146. 3. Quote Submission: Quotes (including all required documents) must be transmitted via e-mail to the Contracting Officer, Ryna Russell at ryna_russell@fws.gov, no later than Tuesday, September 20, 2022 at 11:00am EDT. Emails must indicate the following in the subject line: Quote Submission 140F0922Q0146. Required Submittal Documents: Before submitting an offer, please read the entire solicitation package carefully. Offerors responding to this solicitation must submit the following documents: - SF 1449: Provide a completed SF 1449 with signature. - SF 30: If applicable, provide signed (SF30) acknowledging any/all Amendment(s) - Price/Quote: Submit a quote to include your Unique Entity ID, Company Name, Address, Point of Contact (POC), POC email & phone number. Quote must include pricing on a per acre basis, separated out for both, Phragmites and Woody Vegetation. - Past Experience & References: Complete the attached document Your quote will be considered non-responsive and will not be considered if all the above required documents are not completed in full and received as part of your submittal package. An award will be made to the Contractor whose submittal documents conform to the requirements as described in this solicitation and who, based on a subjective assessment from the Government, offers the best value to include past experience, and price. The Government reserves the right to award a contract to other than the lowest priced offer if, in its judgment, the past experience and/or technical superiority outweighs the price difference.
