- Combined Synopsis/Solicitation Notice Combined Synopsis/Solicitation Notice Page 4 of 80 Combined Synopsis/Solicitation Notice *= Required Field Combined Synopsis/Solicitation Notice Page 1 of 80 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued. This solicitation is issued as an RFQ. The Government intends to award a firm-fixed price award. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. The associated North American Industrial Classification System (NAICS) code for this procurement is 711510 (Independent Artists, Writers, and Performers). This is a total small business set-aside. The VA Greater Los Angeles health care system is in need of a contractor to provide collaborative senior scientific writing and editorial support for the development and production of high-quality scientific manuscripts for publication in peer-reviewed publications for the Evidence Synthesis Program (ESP) within Health Services Research & Development s Center of Innovation- Center for the Study of Healthcare Innovation, Implementation & Policy (CSHIIP) at the facility. Please review the Statement of Work that has been included in the RFQ Attachment for full requirement details. The following solicitation provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items FAR 52.212-3, Offerors Representations and Certifications Commercial Items Offerors must complete annual representations and certifications electronically via the System for Award Management (SAM) website located at https://www.sam.gov/portal in accordance with FAR 52.212-3, Offerors Representations and Certifications Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services NOV 2021 FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders JAN 2022. All quoters shall submit the following: as described in FAR 52.212-1. Award shall be made to the best value, as determined to be the most beneficial to the Government. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process. Offeror quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. Therefore, the Government is not obligated to determine a competitive range, conduct discussions with all contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. The Government shall award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation shall be most advantageous to the Government, price and other factors considered. The following are the decision factors: Price, Technical Capabilities, and Past Performance. The quote shall include enough information to make a determination on the technical capabilities and past performance of the contractor. The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. Submission of your response shall be received not later than 09:00 AM PDT on Wednesday 14 September 2022 at Tanya.Torres2@va.gov. ALL communication must be in writing ONLY, to this same email address. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). Any questions or concerns regarding this solicitation should be forwarded in writing via e-mail to the Point of Contact listed below. All Questions must be submitted by 12-Noon on Monday 12 September 2022. Questions received after this date and time may not be answered. Questions shall be answered in a formal amendment to the solicitation so all interested parties can see the answers.
