Description
This is a combined synopsis/solicitation for commercial items in accordance with the Federal Acquisition Regulations Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and no further written solicitation will be issued. This solicitation is for short term (six months to one year) lease/rental of three multifunction devices (combined printer/copier/scanner). �In accordance with FAR 26.202-1 Local Area set-aside competition is limited to firms that are located in and doing business primarily in the designated disaster area for Federal disaster declaration DR-4658-MN which are the Minnesota Counties of Aitkin, Big Stone, Cass, Chippewa, Cottonwood, Douglas, Grant, Kandiyohi, Lac Qui Parle, Lincoln, Morrison, Nobles, Pope, Redwood, Renville, Stearns, Stevens, Swift, Todd, Travers, Wadena, Wilkin, and Yellow Medicine.� �The actual location services are to be performed lies outside this disaster area in Hennepin County, MN.�� All potential offerors must have a current and valid registration in the Government�s System for Award Management (sam.gov) as an entity eligible for awards, with a SAM address within the designated disater area, and provide a SAM Unique Entity Identifier (UEI) number.� Offers received from other entities will not be considered. Offerors must agree to keep SAM registration active through the life of the contract.� The initial period of performance will be for six months with anticipated award date of September 16 - 19, 2022.� Services may be extended for a period or periods up to six additional months in accordance with FAR 52.217-8 Option to Extend Services with the written agreement of both parties as per FAR 52.212-4(c) Contract Terms And conditions-Commercial Items, Changes.� This notice and the incorporated provisions and clauses are those in effect through the Federal Acquisition Circular FAC 2022-07 published August 10, 2022.� The following FAR clauses and provisions apply:� 52.212-3, 52.212-4, 52.212-5, 52.217-8, 52.219-6, 52.226-3, 52.226-4, and 52.226-5.� � Payment will be made by automatic funds transfer to the financial information in the vendor's SAM registration. The vendor must also state that all online representations and certifications are current, complete, and accurate. Evaluation will be based on Lowest Priced Technically Acceptable with technical acceptability defined as devices that meet FEMA standards for network security.� In the case of equally low offers other FAR Part 19 socioeconomic factors will be considered in no order or precedence.� Offers may be in any format that addresses the Statement of Objectives and include the offeror�s name, primary point of contact, SAM Unique Entity Identification (UEI) number, email address and telephone number, and a statement affirming the offeror is located in and does business primarily in the designated disaster area.� � Prices shall include all equipment, maintenance, and supplies exluding paper.� Examples of supplies are toner, ink, and staples.� At the end of the lease period FEMA will retain the equipment hard drives.� Offers shall be sent to raymond.lucas@fema.dhs.gov with subject line�FEMA Multifunction Device Rental Bloomington MN DR4658MN Offer no later than�4:00 PM Central Time Wednesday September 14, 2022. �The contracting officer is Raymond Lucas raymond.lucas@fema.dhs.gov (386)689-9151.� �All changes will be made by written Contract Modification signed by the Contracting Officer.� The contractor shall provide three multifunction devices (printer/scanner/copier) with the capabilities listed in the Statement of Objectives (SOO) below to FEMA Joint Field Office (JFO), 5600 American Blvd W, Bloomington, Hennepin County, MN� 55437.� Site visits are not allowed.� � � � � � � � � � � � � � � � � � � � � � �STATEMENT OF OBJECTIVES: Three copier/printer/scanner multifunction devices, at least one with color capability Contractor to provide all supplies and material with the sole exception of paper Include all costs as separate line items including delivery and removal fee if any Include charge for replacement hard drives as separate line item (FEMA retains hard drives) Include charge for page overage if any (estimated usage 8,000 pages B&W, 2,000 color total per month) Offerors are free to propose alternate solutions (i.e., number of copies per month, number of color-capable machines)�
