Description

The Department of State Office of Acquisitions Management, on behalf of the Bureau of the Educational and Cultural Affairs (ECA) issues this special notice of its intent to negotiate a sole source purchase order with the North America E-Sports Foundation (NASEF), dba WORLD WIDE SCHOLASTIC ESPORTS FOUNDATION, INC, of Brookhaven, Georgia; for the purpose of further increasing the target audience�s (high school-aged students within selected countries) understanding of agricultural biotechnology and encourage collaboration with others around the world using a virtual program that is composed of science-based Esport Minecraft challenges, informational videos prepared by experts in the field, and live online engagement events.� The contractor shall expand (on previous efforts), build, and execute a global Minecraft-based scholastic esports program that leverages both in-game and new virtual exchange opportunities to create high interest and engagement, education, awareness and support of U.S. Department of State agriculture policy areas in seed biotechnology, food security, nutrition, trade, climate change, and sustainability.� Create and execute new synchronous exchange components to promote mutual understanding between participants and international understanding of these U.S. policies and build a lasting, educated network of participants.� The Minecraft challenges will be designed, built, operated and hosted by NASEF, which will provide the professional development, curriculum, and prizing.� This program will be entitled �Farmcraft 2023� and will include several varying components for which NASEF will be responsible:�� These services will directly contribute to ECA/A/M�s desire to encourage international exchanges among students, and EB/TPN/AGP�s mandate of encouraging the international acceptance and adoption of agricultural biotechnology in order to open markets to U.S. agricultural products.�� ECA has identified NASEF as uniquely capable of providing all support required to meet the objectives identified in the Statement of Work (attached). NASEF was the vendor that was responsible for prior iteratonis of FarmCraft (1.0 and 2.0); and they are therefore uniquely positioned to continue this effort. Should potential offerors believe they have the capability to provide the government with services identified in the Statement of Work, respond to this Notice by submitting written capabilities/specifications of the products to the Office of Acquisition Management point of contact at the email address provided in this Notice. This notice of intent is not a request for competitive quotes; however, all responses received by the deadline located in this synopsis will be considered by the Government. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be negotiated with NASEF. The resulting purchase order is to be processed using Simplified Acquisition Procedures (FAR 13) in conjunction with FAR Part 12, Acquisition of Commercial Items. There is no solicitation package available.
