- Naval Information Warfare Systems Command (NAVWAR), Naval Information Warfare Center (NIWC) Atlantic and NIWC Pacific plan to attend the Information Warfare Research Project (IWRP) 2 Consortium Quarterly Industry Day hosted by ATI, at the Charleston Gaillard Center on Wednesday, October 19, 2022. The event will include presentations from the IWRP program manager and consortium management firm, technical briefs, and one-on-one breakout sessions. Technical briefs will include a variety of information warfare research technology focus area topics, with the possibility that these topics will be the basis of upcoming Requests for Prototype Projects (RPPs) to IWRP consortium members. This is not a RPP, but for planning purposes only. No projects will be awarded from this announcement. In order to obtain more information regarding the projects below, you must be a member of the IWRP Consortium. For more information on becoming an IWRP consortium member, please visit https://www.theiwrp.org. The purpose of this announcement is to provide members of the IWRP Consortium and industry advanced notification of the government's intent. The government anticipates two (2) RPPs for white papers, enhanced white papers or full proposals to be solicited via N65236-22-9-0001. RPP topics will include a technical brief and one-on-one breakout sessions. The RPP topics consist of the following: 1) 23-LANT-1333 Tactical Edge Multi-link Antenna Solution: The government seeks a prototype that includes providing the minimal amount of antenna apertures to connect to various communications links to optimize Size, Weight and Power (SWaP) requirements at the tactical edge. 2) 23-LANT-1373 Distributed Common Ground System- Marine Corps (DCGS-MC) All Source Natural Language Processing capability prototype: The government is seeking a Natural Language Processing capability to address a massive amount of daily report traffic. We anticipate a capability that utilizes a Natural Language Processor at the workstation and/or server level that identifies entities with attributes and presents them to the analyst for review and ability to promote to a back end relational data base for collaborative work. The government will be presenting two (2) Pre-Solicitation Collaborations (PSCs), which will include a short brief and one-on-one breakout teleconferences. The PSC topics consist of the following: 1) Project Tarkin: The government would like to discuss a software system providing Electronic Warfare (EW) capabilities allowing multiple sensor systems to coordinate effects across various mediums. The system will be distributed across multiple platforms; ashore, afloat and overhead. 2) Dynamic Satellite Communications (SATCOM) Management and Control: The government is interested in management and control capability to allocate communication resources. The capability will be employed close to the edge user and will present the information graphically to a common operational picture.
