- USFWS- TUALATIN RIV NWR, OR- VOLUNTEER EQUITY AUDIT This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. U.S. Fish and Wildlife Service, Tualatin National Wildlife Refuge, Sherwood, OR, has a need for an extensive equity audit of our volunteer program ideally by a contractor with lived experience as a member of a marginalized community, or considerable personal experience working with these communities. Contractor shall provide consultation, coaching, facilitation and recommendations for the following services. Services include an extensive equity and diversity audit of TRNWRC�s volunteer program through a thorough review of current processes, documents, volunteer focus groups, and consultations with refuge staff, Friends group and relevant community members. The contractor shall accomplish a program equity recommendation report to refuge staff at the culmination of the project, as well as coaching time for staff on best practices for implementing the recommendations in accordance with the attached Statement of Work. This Request for Quotation (RFQ) is a TOTAL SMALL BUSINESS SET ASIDE and is conducted under the procedures of FAR Parts 12 and 13, incorporating provisions and clauses in effect through Federal Acquisition Circular 2021-05. The NAICS code is 541990 and the small business size standard is $16,500,000.00. Instructions All responsible small business sources may submit a quote, which shall be considered by the agency. Award will be made as a firm-fixed-price contract. The basis of award is the Lowest Price Technically Acceptable (LPTA). The vendor that submits the lowest priced quote, meeting the technical acceptability requirement, will be awarded the contract. Award will be made to a responsible source pursuant to FAR subpart 9.1. Please submit your quotation (showing unit and total price) on company letterhead or the enclosed SF-18 form with DUNS No. and point of contact phone number and e-mail address.
