- Modification to Combined Synopsis/Solicitation NYH Security Equipment Upgrade Notice ID 36C24222Q1056 The following is a list of questions and answers resulting from the site visits at Manhattan VAMC, Brooklyn VAMC, and St. Albans CLC. QUESTION: Warranty/Maintenance: Pages 8 and 9 of SOW refer to 2 year warranty, including scheduled maintenance and then 3 yrs maintenance after warranty, making it 2 yrs warranty and a total of 5 years scheduled maintenance. Page 14, #13 calls for a 3 year warranty. Question: What is the requested warranty length? Do you want the 5 years of scheduled maintenance included in the base bid or separated out as an optional item? RESPONSE: 5 year equipment/ 3 year Network QUESTION: ""Exact locations of cameras to be determined"" - can we get drawings or a sketch that indicates where the customer wants the new cameras? There was not sufficient time on site walk to make this determination and information is necessary to quote as location affects cable pathways, etc. RESPONSE: Due to the sensitivity of this information, the schematics will be provided to the Contractor personnel after successfully passing a background check. QUESTION: Page 14 of SOW states each campus will be completed ""within 30 days of specified start date"". Question: can this requirement be changed to 60 days to allow sufficient time to complete the tasks associated? This is a large installation and includes fiber, cable, cleaning, window treatment and 30 days is not practicable. RESPONSE: Ample time will be given. Performance period will be changed before contract is signed. QUESTION: Page 14 of SOW requires equipment/tool storage in ""a safe and secure location"": Question: Does each of the VA locations have on-site secure storage for equipment and tools? If not, is there space to put a storage conex for secure storage for project duration? Additionally, is there a secure location to park/store a boom lift overnight at each facility? RESPONSE: VA IS not responsible for equipment and or tools. Space will be given. QUESTION: Should the contractor provide all new switching to support installed equipment? RESPONSE: Yes QUESTION: Page 14, #7, requires steam sanitization prior to and upon completion of equipment installation. Question: You want each control room cleaned twice? RESPONSE: Steam clean on arrival. Upon completion of work only broom clean as needed. QUESTION: Page 21, Parking. Question: How many parking spaces can we expect at each site? RESPONSE: Parking varies on work that day. (i.e: you need a boom truck to get to elevated area so that day a space will be reserved.) For regular day work spots can be reserved for 1 vehicle. QUESTION: Page 22, CLIN PRICE/COST Schedule: There is no CLIN for the Misc Materials (Cable, Switches, Fiber, Lifts, etc) that are required to deliver a fully functional solution. Which CLIN would you like us to add these costs to? RESPONSE: You can add a CLIN for the miscellaneous materials. QUESTION: Will all new equipment need a UPS? If so, do you require load calculations for all UPSs? RESPONSE: Yes. UPS load for UPS should be standard 1.5 hours QUESTION: Will both the existing analog exterior and new IP exterior cameras need lightning surge protectors? RESPONSE: No QUESTION: What are the dimensions for the Winsted consoles needed at each location? Could you supply model numbers and options needed for consoles? RESPONSE: Model number was on SOW(all info is there) QUESTION: Will existing racks be available in control rooms in each of the (3) locations? RESPONSE: Winsted Console is a rack itself QUESTION: Will we be replacing monitors in control room? If so, how many and what are the specs of the monitors? RESPONSE: Yes. Pelco as stated. QUESTION What type and color of CAT cable is needed? Most VA s are using CAT6A now, but wanted to confirm. RESPONSE: Contractor Choice QUESTION: Is there a requirement to run fiber to all new switch locations? Which, if any, of the new cameras will need fiber pulled to them vs copper cabling? RESPONSE: Yes , fiber top all switches QUESTION: Are there drawings/as builts available for the cable pathways? RESPONSE: NO QUESTION: What are the duty hours for on-site project work? Are hours outside of normal duty hours authorized? RESPONSE: Duty hours are Monday, Tuesday, Wednesday, Thursday and Friday/ 0800 hours to 1700 hours. Work out of duty hours needs to be approved by Chief of Police and notification of work out of duty should be giving in advance(24 hours) unless emergency. QUESTION: Will the government ensure that all areas are accessible to the contractor to allow for installation of infrastructure cabling and equipment? RESPONSE: Yes, areas within the scope of work will be accessible. QUESTION: There is no reference to Service Contract Act or other prevailing wage. Is there an applicable document and if so, can you provide? RESPONSE: prevailing wage as per locality state guide/regulation QUESTION: Is the Verizon modem going to be hardwired or cellular? RESPONSE: Cellular QUESTION: Can we get the contact information for the VA s, Verizon Federal Account Executive? This information is needed to get pricing on 2 years of service. RESPONSE: Contractor is not responsible . The System is stand alone and not on VA network. QUESTION: As there is extensive Q&A information requested, respectfully request an extension to the bid due date in order to receive responses and prepare a proposal based on the response. RESPONSE: Due to time constraints we are unable to extend the response date on this solicitation.
