Description
Notice of Proposed Contract Action (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source bridge contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Defense Health Agency Enterprise Management Support � Contracting Division (EMS-CD) plans to award a task-order contract on an exception to fair opportunity for the IOD � Solutions Architect Support Services.� The IOD � Solutions Architect Support Services requires the contractor to perform solutions architecture and design, project management and technical writing activities within the defined Engineering Lifecycle model according to approved workflow using defined templates and methodology.� The contractor shall have sufficient knowledge and experience with existing, emerging and proposed IT service offerings within the DHA enterprise, have complete understanding of DHA Information Technology (IT) mission and strategy, be cognizant of influential and controlling factors that affect that strategy such as DoD policies, controls and regulations and have broadly based medical IT industry knowledge and experience� as to review project, service and other infrastructure or service impacting activities to ensure that DHA achieves its mission.� The anticipated. Scope:� The contractor shall provide resource highly experienced in Identity and Access Management (IDAM) and associated Microsoft technologies to provide infrastructure recommendations and overall design of Active Directory (AD), Identity Management and Access Control and related technologies to include Microsoft Active Directory services, public key infrastructure adhering to published and approved Certificate Policy, and AD synchronization efforts using MS Unity Sync or other products. (AD/Identity Management Solutions Architect). The contractor shall provide resource highly experienced in Enterprise Management of end user devices and server infrastructure and application delivery through Microsoft SCCM, to provide expertise, infrastructure recommendations and overall design of end user device (i.e., Desktop) management and application rationalization with emphasis on back-end infrastructure and underpinning IT services� (i.e., data storage, backup and recovery, security, image definition and deployment, etc.) necessary to successfully field the capability with strong reliance on SCCM delivery channel with strong emphasis on package creation, optimization and standardization for use in an Enterprise delivery model. (Enterprise Management (SCCM/SCOM) Architect) The contractor shall provide resource highly experienced in server and desktop virtualization, to provide infrastructure recommendations and overall design of server and desktop virtualization strategy to save cost, add efficiencies, and increase agility using virtualization and management solutions to include, but not necessarily be limited to Microsoft virtualization technologies, Citrix and VMWare product and service suites to field rationalized portfolio for both client and server based Medical clinical applications through virtualization.� The contractor shall provide practical knowledge and technical expertise in recommending and developing a mobile computing service and its underpinning infrastructure with strict adherence and compliance with all DoD, Federal regulatory and Information Assurance/Cybersecurity policies, controls and mandates to ensure that DHA meets its mission in providing a mobile computing environment but without detriment to its ongoing mission of data protection. (Virtualization & Mobile Solutions Architect) The contractor shall provide resource highly experienced in creating an IT Service Management framework with institutional knowledge and practical experience with extremely large and diverse organizations within the defense, federal and medical arena.� IOD is consistently adjusting its technical domains and as such, when necessary, Network disciplines are needed to support the Global Network Operations Center (GNOC).� In these cases, the contractor shall provide resource highly skilled with transport Medical Community of Interest (Med-COI), LAN/WLAN, Guest Wireless, TACACs, Cisco ISE, and other related technologies. (ITSM Architect (Service Design) The contractor shall provide resource highly skilled with centralized applications delivery to include application rationalization, virtualization and delivery through virtualized, regionalized, centralized or localized channel.� (Senior Application Architect (Citrix/Appsense) The contractor shall provide resource highly skilled individuals in program and project management and technical writing, with broad-based experience in cost, schedule and performance defined within PMBOK, infrastructure engineering artifacts which may include system engineering plans, installation, configuration or build guides, business process documentation, and ITSM service design product development which may include service transition, support, operation and deployment plans.� Period of Performance (PoP):� 1 October 2022 to 31 October 2022. As a result, no other vendors can provide the IOD � Solutions Architect Support Services. The Government intends to make an award in the September 2022 timeframe. No technical data/drawings/technical orders are available. �If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contracting Officer within 3 calendar days of this publication.
