- Description
- This is a notice of intent to award a sole-source contract and is not a request for competitive proposal.� However, if interested, Government shall consider all responses.� The National Institutes of Health (NIH), Division of Police (DP) intends to solicit a proposal and enter into a contract with Dynamic Systems Technlogoy Inc.� The statutory authority for this sole source procurement is 10 U.S.C 2304(c)(1) per FAR 6.302-1(c).� Contract will be evaluated on most advantageous and best value to the Government.� Please reference NIHOLAO6384412 on all quotes/proposals. The NAICS code for this contract will be 922190.� The Division of Police at NIH requires that all contractors doing business with the Acquisition Office must be registered with System for Award Management (SAM).� No award can be made unless the vendor is registered in SAM.� For additional information and to register to SAM, please access the following website: https://www.sam.gov/.� In order to register with SAM and be eligible to receive an award from this Acquisition Office, all offerors must have a DUN & Bradstreet Number.� A DUN & Bradstreet Number may be acquired free of charge by contacting DUN & Bradstreet online at https://dnb.com/products/eupdate/requestOptions.html or by phone at (800) 333- 0505. The proposed contract action is for professional training instruction to the Division of Police (DP) located at the National Institutes of Health in Bethesda, MD. The contractor will provide personnel for law enforcement trainer positions, Lead Instructor and General Instructor, according to the position description submitted. The contractor shall ensure personnel assigned will meet the suitability criteria to obtain a NIH PIV badge. Tasks/Services Provide high quality training to law enforcement officers and civilians of the NIH police and instill the technical and analytical knowledge, skills and behaviors needed for the highest proficiency in this specialized field utilizing prescribed curriculum. Serve as a team leader on working groups to review proposals and strategies for program modifications and/or new program development. Design, implement and develop programs and course materials pertaining to law enforcement hot topics. Annually, propose a training calendar to the Training Director for approval. Develop the ability of others to perform and contribute to the organization by providing ongoing feedback and by providing opportunities to learn through formal and informal methods. Use diverse instructional methods to present law enforcement subjects in classrooms and during practical application sessions. Train new instructors how to review lesson plans and training courses by using the FLETC and NIH approved lesson plan as a guide.� Develop programs which expose every officer to a broad base of techniques, tactics, teaching methodologies, and technical knowledge to develop the skills required to effectively perform his or her role within the NIH Police. Update course curriculum as directed by Senior Instructor and/or Management. Teach customized training courses authorized by the Training Director. Conduct mobile training. Explains and demonstrates techniques and use of equipment. Evaluates the abilities of individuals to determine suitable corrective or remedial training. Maintains overall safety and organization of the training environment. Ensure safety of participants. Communicates and oversees compliance with agency policy, procedures, and safety guidelines. Ensure accountability for all training equipment. Exercise oral and written communication skills with all levels of the organization. Strong organizational skills with the ability to manage time and multiple priorities to completion. Work in a busy training environment with frequent interruptions. In addition to work in a classroom setting, frequent work outside and in inclement weather conditions, including heat, cold, and humidity. Work with scheduler from each Branch to schedule officers for training.� Conduct research on the most current concepts, principles, techniques and practices of training technology and methodology for law enforcement. Routinely, lead and facilitate lesson plan revision teams to revise lesson plans that include diverse instructional methods for presentation of law enforcement subjects in classrooms and during practical applications sessions. This is not a request for competitive proposals. Requests for copies of this solicitation will not be honored unless the respondent provides evidence showing their capability to perform the required services. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.
