- The US Department of Energy (DOE), National Energy Technology Laboratory (NETL), has issued a contract extension on a sole source basis via a contract modification to KeyLogic Systems, LLC (KeyLogic) for continued support under the Mission Execution & Strategic Analysis (MESA) contract DE-FE0025912 in accordance with 52.237-3 Continuity of Services (JAN 1991) and FAR Part 6.302-1. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. KeyLogic provides the necessary skilled personnel, facilities, equipment, materials, supplies, and services to support NETL in providing quality and timely technical and associated administrative support services for program and project planning, execution, monitoring, and assessment; and for high quality, credible analyses of the entire economic value chain of energy, from resource assessment, extraction, and transport, to conversion, distribution and end use. �A detailed Statement of Work is contained in the contract and a FOIA released version of the contract is available at the NETL electronic reading room located at http://www.netl.doe.gov/business/site-support.� The estimated value of the contract extension is approximately $12.3M based on current contract monthly costs and anticipated continuance of work efforts. This contract modification authorized a period of performance term extension of three (3) months from 10/31/2022 to 01/31/2023.� It is expected that this additional period of performance extension will provide the time necessary for the Government to complete the required competitive process. The services sought by the JOFOC are currently being recompeted under Solicitations 89243321RFE000049 and 89243321RFE000050, and the evaluation process under those solicitations remains on going. While it is expected that this extension will allow the time necessary to complete this action, the Government reserves the right to extend the term further if it is determined that additional time is necessary.� As the incumbent contractor, KeyLogic is the only contractor capable of providing uninterrupted services required for the continuation of the services, at the level of quality required, to allow the Government the necessary time to complete a competitive action for a follow-on contract.� The sole source is necessary because the competitive process is not yet completed in order to make selection of follow-on contractors. KeyLogic, as the incumbent, has the required personnel, necessary resources, tools, and procedures in place to ensure continuity of services while the competitive action process is completed.� The solicitation has been issued, proposals have been received, and the Government is in the process of finalizing the evaluation of the offers received.� Therefore, KeyLogic�s incumbent contract has been modified for the requested extension period of performance necessary for the completion of the evaluation, selection of follow-on awardee, and transition to a new follow-on contract.�
