- This requirement is for Marine Corps Communications & Electronics School (MCCES) located at Marine Corps Air Ground Combat Center (MCAGCC), Twentynine Palms, CAfor the Festo Didactics LabVolt Radar Training System Festo Didactics is the original equipment manufactureer of LabVolt and is the only known source for the components and data required for matinenance and/or software upgrades. 1 Background The LabVolt training system uses patented technology from the Festo Didactics Corporation to provide students with kinesthetic experience in the use of radar to detect and track passive targets at very short range. The very low transmitter power allows for safe operation in a variety of training environments, such as RDRMTS� Radar Fundamentals classroom in Bldg 1826. This technology greatly enhances our ability to train 5948 Aviation Radar Maintainers in the fundamentals of radar theory and technology. Graduating 5948s with an understanding of radar at the theoretical and foundational level, vice just how to maintain and operate a specific system such as the TPS-80 G/ATOR, is vital. The USMC continues to experiment with different passive and active sensors in a variety of form factors ISO FD2030, and our 5948s will be the ones to enable these new capabilities and CONOPS for the FMF Warfighters. 2 General Requirements Service needed:� Support Services: Festo LabVolt � Festo Didactics Corporation will provide set up of new equipment and diagnostics, troubleshooting, and repairs for existing equipment. Place of Performance:� Building 1826, Marine Corps Air Ground Combat Center, Twentynine Palms, CA 92277 Performance Start Date:� 30 September 2022 2.1 Non-Personal Services The Government shall neither supervise contractor employees nor control the method by which the contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual contractor employees. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the contractor's responsibility to notify the Procuring Contracting Officer (PCO) immediately. 2.2 Business Relations The contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The contractor shall manage the timeliness, completeness, and quality of problem identification. The contractor shall provide corrective action plans, proposal submittals, timely identification of issues, and effective management of subcontractors. The contractor shall seek to ensure customer satisfaction and professional and ethical behavior of all contractor personnel. 2.3 Contract Administration Contractor is not under the direct supervision of the U.S. Government or any of its officers or employees.� All logistics and coordination between Contractor and Air Control Training Squadron must be passed through the U.S. Government On-Site POCs: The contractor shall establish processes and assign appropriate resources to effectively administer the requirement. The contractor shall respond to Government requests for contractual actions in a timely fashion. The contractor shall have a single point of contact between the Government and Contractor personnel assigned to support. 2.3.3 Personnel Administration The contractor shall provide management and support as required. The contractor shall maintain the currency of their employees by providing initial and refresher training as required to meet the PWS requirements. The contractor shall make necessary travel arrangements for employees. The contractor shall provide necessary infrastructure to support contract requirements. 2.4 Subcontract Management N/A, Not Required. 2.5 Contractor Personnel, Disciplines, and Specialties The contractor shall accomplish the assigned work by employing and utilizing qualified personnel with appropriate combinations of education, training, and experience. The contractor shall match personnel skills to the work or task with a minimum of under/over employment of resources. The contractor shall ensure the labor categories as defined in the Labor Categories document (see applicable Wage Determination), labor rates, and man-hours utilized in the performance of each Performance Requirements contained in section 3 of this PWS will be the minimum necessary to accomplish the task. The Contractor shall provide the necessary resources to manage, perform, and administer the contract. 2.6 Location and Hours of Work Accomplishment of the Performance Requirements contained in section 3 of this PWS requires work at: Building 1826, Marine Corps Air Ground Combat Center, Twentynine Palms, CA 92277 Normal workdays are Monday through Friday except US Federal Holidays. Workers typically work eight (8) hours per day. Flextime workers start not earlier than 0600 and not later than 0900. Core hours of work are from 0900 to 1500. The Contractor is expected to be available during core hours. 2.7 Contractor Travel This is a Firm Fixed Price (FFP) type acquisition.� Any Travel matters associated with the performance of this contract, remain the sole responsibility of the contractor. The U.S. Government shall not have any financial responsibility other than paying for the FFP on each CLIN. 3 Performance Requirements The following section specifies the Performance Objectives and Performance Elements for the contract. 3.1 Support Services:� Festo LabVolt 3.1.1 The contractor shall develop and provide Support Service for the Festo LabVolt that include the following: -Cost of new equipment -Cost of new maintenance contract for existing equipment -LabVolt equipment must include: ����������� -(7) Radar Proc/Displa-01 ����������� -(6) USB joystics ����������� -(6) tracking radar student manuals ����������� -(1) Antenna Training and Measuring System ����������� -(1) Multi-beam array antenna ����������� -(6) Radar target tracks ����������� -(6) data acquisitions ����������� -(1) Synchron / Antenna 4 Special Requirements 4.1 Government Furnished Property N/A 4.2 Quality Control The Contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. �The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The Contractor's quality control is the means by which it assures itself that its work complies with the requirement of the contract. � �(End of Performance Work Statement)
