- Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference: Solicitation Number N00244-22-Q-0247. Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract under the authority of FAR 6.302-1(a)(2)(i)(A), only one source being available to meet the Government�s needs, to: Pacific Science and Engineering Group, Inc. 9180 Brown Deer Rd. San Diego, CA 92121-2238 The North American Industry Classification System (NAICS) code for this requirement is 541512; the business size standard is 30.0 (millions of dollars). The objective of this sole source award is to issue a Firm Fixed-Price (FFP) contract for Pacific Science and Engineering (PSE) to update the Human Systems Integration Framework (HSIF) so the underlying content model is consistent with the current Department of Defense (DOD) acquisition pathways. In the 2022 recent effort, PSE updated the software to ensure compliance with the latest security requirements and updated the underlying database architecture to accommodate the new Adaptive Acquisition Framework (AAF) pathways. This current effort will apply the HSIF content updates to the new software architecture and leverage new HSI documents and recently created content. Pacific Science and Engineering (PSE) developed the HSI Framework software. DOD has invested $1 million over more than 12 years. No other company would be able to perform the required work for a competitive or a comparable price. PSE has extensive HSI and coding expertise from previous DoD efforts as well as knowledge with the scope of work, labor requirements to migrate the software, complete patches, and update the HSIF to reflect latest acquisition policies. Due to PSE�s familiarity with the coding and DoD acquisition policies, transitioning to a different company for completion of the new effort would create substantial duplication of cost to the Government that will not be recovered through competition and create unacceptable delays. This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the ability to update the Human Systems Integration Framework (HSIF) so the underlying content model is consistent with the current Department of Defense (DOD) acquisition pathways. Capability statements shall not exceed 10 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 10:00 AM Pacific Standard Time (PST), September 19, 2022.
