Description
The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Habitat Research LLC, 719 Laurel Ave, Wilmette, Illinois 60091-2815, for the Literature Search/Review and Study Site Selection to Advance Remote Sensing Techniques to Quantify Performance, Resilience, and Recovery of Under-studied Wetlands. This is a new acquisition for the ERDC-EL. The objective of this project is to extract metrics and indices from low altitude UAS-collected LiDAR and hyperspectral imagery, and from those develop and evaluate semi-automated geospatial tools for quantifying key wetland vegetation properties and biological characteristics that are indicators or proxies of overall wetland condition. These tools and applications will provide improvements for analyzing and modeling wetland systems and trends, quantifying disturbance impacts, and assist efficiencies of data collection to improve management decisions, which in turn will help in reaching restoration goals. Habitat Research LLC is uniquely qualified for this research since they have access and expert knowledge of isolated ephemeral and forested wetlands within the Chicago Region, have an understanding of how to relate ground plant survey data to geospatial tools, demonstrate publication success in restoration, wetland science, habitat management, and have a PhD in Biology, Ecology, or Wetland Science. This sole source contract is an opportunity for the ERDC to develop tools and applications will provide improvements for analyzing and modeling wetland systems and trends, quantifying disturbance impacts, and assist efficiencies of data collection to improve management decisions, which in turn will help in reaching restoration goals. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement.� The intended procurement will be classified under North American Industry Classification System (NAICS) 813312 with a Small Business Size Standard of $17 million.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
