Description
THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATIONS This notice is published in accordance with Federal Acquisition Regulation (FAR) 5.101(a)(1) requiring the dissemination of information regarding proposed contract actions. �This is a Notice of Intent to award a sole source, firm-fixed price purchase order under the authority of 41 U.S.C. 3304(a)(1), as implemented by FAR 8.405-6(a)(1)(B), Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized and is not a request for competitive proposals.� The National Institute of Allergy and Infectious Diseases (NIAID) intends to negotiate on a sole source basis with Leica Microsystems, Inc. 10 Parkway North, Suite 300 Deerfield, IL 60015. �� This acquisition will procure a Leica STELLARIS 5 Confocal Microscope and associated components, including hardware, software, installation, and training for the Pathogen Molecular Genetics Section (PMGS), Laboratory of Bacteriology (LB), DIR, NIAID.�� PMGS/LB/DIR/NIAID needs a new state-of-the-art confocal system equipped with a white line laser (WLL) by Leica in order to investigate the underlying mechanisms of bacterial pathogenesis and interactions with the human host. �� Delivery: Delivery of equipment is needed as soon as possible. �Purchase order will be awarded on or before September 30, 2022. Estimated lead time for delivery of equipment is 60-90 days upon Vendor�s receipt of the purchase order. The North American Industry Classification (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. �Leica Microsystems, Inc. is an other than small business (large business). This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement. �The Government plans to award a contract for this requirement by September 30, 2022. The statutory authority for this sole source requirement is by FAR 8.405-6(a)(1)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.� THIS IS NOT A SOLICITATION FOR COMPETITIVE QUOTATIONS.� All responsible sources that can provide the equipment should submit a capability statement via email to Daveta H. Brown at daveta.brown@nih.gov by 3:00pm EST on Monday, September 19, 2022. �A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.� Any responses received by NIAID after this date and exact time specified are late and will not be considered.� This s no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.
