Description
STATEMENT OF WORK� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � SCOPE: Engineering has a need to replace one 13200V/480V/277 VAC transformer which supplies normal power to electrical equipment in building 1 and one 13200V/208V/120 VAC transformer which supplies normal power to electrical equipment in building 4. Both transformers are obsolete, and parts can no longer be purchased. The transformers are leaking oil and attempts to repair them have failed. They have a high risk of possible failure and is a possible environmental hazard. If the transformers would fail it would leave parts of building 1 and building 4 without normal power which would affect direct patient care areas in building 1 and educational services in building 4. The transformers are located outside on the east side of the MRI building and outside on the north west corner of building 4 at the Des Moines, IA VACIHCS. �All work will be performed during after normal hours and or on the weekend and must be coordinated with the COR at a minimum of 90 days prior to the start date to allow VA staff to prepare for the electrical outage. Each transformer will be replaced on separate days. Services to be performed by the Contractor for both transformers. 1. Supply all parts, materials and supplies needed and transport to the work site. 2. Complete a pre removal inspection/test of existing equipment to determine if equipment/components are in good working order. Take pre removal pictures of the inside of each transformer for reference. 3. Check rotation of existing transformers to ensure proper rotation of new equipment. 4. Coordinate with the COR to shut down the normal power and switch to emergency power for each building. 5. Ensure all primary and secondary conductors are properly labeled showing the proper feed direction (A&B). 6. Verify color coding of secondary wiring. Wrap voltage corresponding electrical tape on each conductor for identification. 7. Isolate each transformer upstream (A feed) and downstream (B feed). All switching of primary feeds will be performed by the contractor. VA electricians will assist with the isolation verification. 8. Ensure load breaks are not damaged during removal of the transformer. Replace load break probes as needed or if they are cracked/damaged or show signs of arcing. 9. Remove old transformers and the oil they contain and dispose of in accordance with local, state, and federal regulations. Provide the COR with the disposal documentation issued by Des Moines Waste Authority. 10. Install a new Square-D/Schneider transformer with the following requirements to match the current transformer specs and all the other transformers at the facility: 500 KVA, 13200 VAC primary voltage, to 208/120 VAC secondary voltage transformer for building 4 and a 500 KVA, 13200 VAC primary voltage, to 480/277 VAC secondary voltage transformer with an 800-amp secondary thermal magnetic breaker for building 1. 11. Install covers on the transformer pad if the footprint is smaller than the removed transformers to ensure the internal workings of the transformers and conductors are not exposed. 12. The new transformers must be installed in accordance with the manufacturers requirements and must meet all NFPA, NEC and VA requirements for transformer installation. 13. Test the new transformers for proper operation and ensure the correct voltage is being supplied to the secondary breaker and the switch gear in the basement of building 1 and the switch gear in the electrical vault for building 4 14. Coordinate with the COR and VA Electricians to bring the normal power on for each transformer. 15. Test system when repairs have been made to ensure proper operation and inform COR when work has been completed and provide any training needed. 16. The Contractor will supply all necessary supervision, tools, labor, materials, equipment, and transportation necessary to perform the work in this contract. 17. Supply the COR with copies of the owner/operator manuals for each transformer and warranty documentation/items. 18. All rigging and lifting devices needed to remove and install the transformers will be provided by the contractor. Emergency Services: Contractor shall respond immediately to the COR after identification of an emergent problem or damage that may occur during the removal or installation of the fore mentioned equipment. Under these conditions of equipment failure, the Contractor shall be required to perform necessary and immediate repairs to the area at no cost to the Government and will be expected to continue work until the repairs are made and the equipment is fully operational. Clean up: The Contractor at the end of each workday shall thoroughly clean the work area, removing all dirt, debris and waste that accumulate because of the services performed. All hazardous waste resulting from the repairs will be removed and properly disposed of in accordance with all State, Local, and Federal regulations at no additional costs to the Government. It shall be the sole responsibility of the Contractor to comply with all State, Local, and Federal regulations including but not limited to maintaining any and all current State and Federal certifications. Safety: The Contractor will follow safe practices and will provide and use proper personnel barricades as needed in the work area.
