Description

This is a notice of intent to sole source a procurement under FAR Part 13 Simplified Acquisition Procedures and FAR 13.106-1(b)(1)(i) � soliciting from a single source. This requirement is for ESRI, ArcGIS Software Maintenance and Support Renewal. ArcGIS is a geographic information system for working with maps and geographic information manufactured by Environmental Systems Research Institute, Inc. (ESRI) which has been utilized by OAD Analysts for multiple years. The applicable NAICS is 541519 � Other Computer Related Services; and PSC: 7A21 - IT and Telecom�Business Application Software (Perpetual License Software). The USMC Regional Contracting Office (RCO) � Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to ESRI, Inc., 380 New York St, Redlands, CA 92373-8100. This is a requirement from the Marine Corps Combat Development Command, Operations Analysis Directorate (OAD). Renewal of the Maintenance and support licenses are needed to continue operations and successful completion of Marine Corps missions on Joint Worldwide Intelligence Communication System (JWICS). The USMC Regional Contracting Office (RCO) � Marine Corps Installations-National Capital Region (MCI-NCR) at Quantico Marine Corps Base, VA intends to award a sole source contract to ESRI, Inc., 380 New York St, Redlands, CA 92373-8100. The MCI-NCR RCO intends to award this requirement under the authority of FAR 6.302-1(a)(iii), �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� This notice of intent is NOT a request for competitive quotes; however, all responsible sources may submit a capability statement or quotation which shall be considered by the agency. Capability statements or quotes, if received timely, will be considered; however, a determination by the Government not to compete the requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to Edgar Lopez-Jimenez at edgar.lopezjimenezy@usmc.mil no later than 20 September 2022, 08:00 a.m. Eastern Time. Late responses will not be considered.
