- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The combined synopsis solicitation number is 36C24422Q0615. It is issued as a Request for Quote (RFQ). The government anticipates awarding one five-year firm-fixed price Indefinite Delivery / Indefinite Quantity (IDIQ) contract resulting from this solicitation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 20222-07 (8/10/2022) and can be found at FAR | Acquisition.GOV. The North American Industrial Classification System (NAICS) code for this procurement is 541930, Translation and Interpretation Service, with a small business size standard of $20 Million. This solicitation is 100% SDVOSB set-aside. The Department of Veteran Affairs Veterans Integrated Service Network 4 (NCO4) is seeking to award one five-year Indefinite Delivery / Indefinite Quantity (IDIQ) contract. This contract requires the Contractor to provide 100% off-site virtual, telephonic, written, and verbal language translation services, as well as American Sign Language (ASL) translation service. These services will be used in support of Veterans and patients associated with Veterans Integrated Service Network (VISN) 4; all nine of its medical centers and their associated Community Based Outpatient Clinics (CBOCs). The Contractor shall provide verbal language and ASL translation via virtual video meeting, telephone, and/or in person twenty-four (24) hours a day, seven (7) days a week, three hundred and sixty-five (365) days a year with or without advanced notice or scheduling IAW the SOW. Contractor shall provide interpreters that are fluent and certified in the specified language being translated. Contractor shall ensure interpreters are available twenty-four (24) hours a day, seven (7) days a week, three hundred and sixty-five (365) days a year to translate 100% of medical terminology to guarantee exact understanding of treatments, procedures, medication names/dosage requirements, and other instructions required for care of the Veteran and/or patient, or for obtaining informed consent. Contractors are urged in the strongest terms to carefully review the requirements outlined in the Statement of Work to ensure that all facilities fire and safety and treatment services criteria can be met in a timely way.
