SPECIAL NOTICE: 36C24922Q0723 Description: NOTICE OF INTENT TO AWARD A SOLE SOURCE The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 9, intends to issue a Firm Fixed Priced contract under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about September 26, 2022, to Change Healthcare Technologies. The period of performance will be for 365 calendar days ( 1yesr) after issuance of the notice to proceed. �InterQual Imaging Criteria: InterQual Anonymous Review and InterQual Imaging Criteria is a hosted, cloud-based solution that lets you perform an interactive review with InterQual Criteria without specifying member data. Address high-volume, high-cost imaging studies. With over 200 imaging studies, the criteria provide the most comprehensive coverage of imaging studies for pediatric, adolescent, and adult populations in the industry, including CT, MRI, and PET. The criteria also help identify the most appropriate imaging studies based on the member�s clinical presentation and the best medical evidence available. The product will be used as a reference for Utilization Managers across the VISN. The product will give an interactive source for the managers to reference when determining clinical decisions and supports the most appropriate care. �Review and InterQual Imaging Criteria is a hosted, cloud-based solution that lets you perform an interactive review with InterQual Criteria without specifying member data. The government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302.� This notice of intent is not a request for competitive quotes; however, interested parties may identify their skill and ability by sending capability statements in reference to this requirement no later than September 23, 2022, 10:00AM CST. to wiliam.blassingame@VA.gov Interested firms must indicate whether they are large, small, small-disadvantaged, 8(a) or woman owned business and whether they are U.S. or foreign owned. Respondents who submit proprietary data shall clearly mark the data with appropriate markings. The Government will not pay for any information submitted as a result of this notice. This notice shall not be construed as an obligation on the part of the Government to acquire any products or services. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this requirement is 541519 with the size standard is $27.5 million. The rationale basis for the sole source acquisition is that Change Healthcare Technologies is the only responsible source that can provide the licensing, and the Imaging software as an Interactive criteria software that�s required for the VISN to ensure the proper level of care is given to the veterans. This acquisition is anticipated to take place on or about October 1, 2022. The period of performance will be 365 days from contract award date and 4 option periods will be determined by the service. All software licensing, warranty and service associated with the equipment/system shall be in accordance with the OEM terms and conditions. The maintenance shall be provided by original equipment manufacturer (OEM)-certified technicians and shall use only OEM-approved replacement parts. All capability statements received by the closing date of this synopsis will be considered by the government. A determination by the government not to compete based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
