- Litigation Support Synopsis The Office of the Legal Adviser, Buildings and Acquisitions (L/BA) and other Offices within the Office of the Legal Adviser (�L�), U.S. Department of State (Department) are responsible for providing legal advice and representation in the negotiation and litigation of Federal acquisition contract disputes and other legal matters in support of the Department. Accordingly, the Department intends to perform a full and open competition for litigation support services to be provided in Rosslyn, Virginia, and other locations worldwide. This award will not be set aside for small business. The NAICS code for this requirement is 541199. The full and open competition will be conducted only with those firms who meet the litigation support services requirements. The Contractor shall provide litigation, discovery, FOIA, and other information gathering and support services to requesting offices within the Department in specific and general support of legal actions and related matters or other information management matters. The support required by this contract encompasses those services necessary to enable personnel to collect/acquire, organize, develop, analyze, review, produce, and/or present information, data, evidence or legal analyses under the direction and guidance of a government attorney, or at the direction of a paralegal specialist who is under the direction of a government attorney. When required by task order or technical direction, the Contractor shall organize materials and make them available via a secure Web-based document repository. The Department plans to make multiple awards of a Blanket Purchase Agreement (BPA), utilizing the procedures of FAR 8.405-3, amongst firms that hold a GSA Multiple Award Schedule or Federal Supply Schedule contract (�MAS� or �FSS�) for a base and (4) four one-year option years but reserves the right to make a single award if appropriate. The BPA award(s) will be made to the responsive offerors, whose proposals conform to the solicitation, and will offer the �Best Value� to the government, whereas technical factors are more important than cost. Offerors must be registered in the System Award Management (SAM) database prior to proposal submissions. Offerors may obtain information on registration requirements via the internet at http://www.sam.gov or by calling 1-866-606-8220. The Offeror is responsible for the accuracy and completeness of the data within the SAM database, and for any liability resulting from the Government�s reliance on inaccurate or incomplete data. Proposal Submissions: The Request for Solicitation and its attached documents will be posted under Solicitation Number, 19AQMM22R0362, on or around October 28, 2022. No paper copies will be mailed. Proposal submissions will be due no later than 3:00 PM, EST on November 30, 2022. Questions (Q&A) period opens with the posting of the synopsis. Questions should be e-mailed to: taylorbk2@state.gov. Questions should be received no later than COB (5:00 PM, EST) on October 15, 2022. Responses to all submitted questions will posted as an Amendment in FedBizOPPS.com. DoS does not plan to hold a site visit/pre-proposal conference for prospective offerors. Security Clearance Requirements: IN ORDER TO BE CONSIDERED FOR AWARD OF THIS CONTRACT, Contractor personnel will be required to have access to classified material and/or to enter into areas requiring a security clearance, such as Secret, Top Secret and/or COMSEC/Crypto access. Therefore, all Contractor employees must possess a security clearance for the duration of this contract. Individual security clearances shall be commensurate with the required level of access determined prior to each task. Individual clearances shall be maintained for the duration of employment under this contract, or until access requirements change. FINAL TOP SECRET clearances will be required for all personnel who require PCC access and/or COMSEC access, when designated by the COR and required by delivery order. Coordination/read-in to the COMSEC program must be accomplished in advance by COR with IRM/ITI/OPS/SI. Interim clearances are not acceptable for COMSEC access.
