Description
THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This is a Special Notice � Intent to Sole Source/Sources Sought/Request for Information. Pursuant to FAR 5.203(a), this Special Notice serves as announcement of the Intent to Sole Source for the modification of the base award to Oshkosh Defense, LLC. for the procurement of additional Carriers, also known as, Remote Operated Ground Unit Expeditionary � FIRES (ROGUE-FIRES) and ancillary support equipment and services for the Long� Range� Fires program. This announcement constitutes the only synopsis for this requirement; and is issued for notification purposes only.� However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services as described in the following Requiest for Information (RFI). This RFI initiates market research under Federal Acquisition Regulation (FAR) Part 10 and is not an Other Transaction Agreement (OTA) Invitation Letter nor a Request for Proposal (RFP). In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information for Solicitation and Planning Purposes (October 1997), this notice is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government contractually for any services or supplies whatsoever. Furthermore, the USMC is not seeking proposals at this time. Responders are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in a future RFP, if one is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FBO) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 1. Purpose Program Manager Long Range Fires (PM LRF), Marine Corps Systems Command (MARCORSYSCOM) seek potential sources for remotely operated/unmanned carriers that are capable of hosting various large weapons platforms. The weapons platforms typically weigh 8,000-10,000 lbs. with various footprints, based on the specific system, of up to 8' wide and 23' long is required. The complete system, including platform, should weigh less than 24,000lbs and provide for platform power of up to 10 kW. The system needs to fit within the Marine Corps Expeditionary concepts so mobility and deployability approximating the JLTV is required. This includes the ability to load on C-130 and larger aircraft as well as amphibious shipping and connectors. Logistical supportability is important, so system that are composed of or based on systems already in the Marine Corps inventory are desired. The anticipated Acquisition Objective is 60, available for initial fielding in first quarter of FY24. 2.0�Requested Information� Provide a short response, not to exceed five (5) pages, including the following information: Pamphlets and promotional materials should provide information on proposed systems to include an overall description of the system and normal method of employment, size and weight, a brief description of embedded system software (to include cybersecurity protection), transportability constraints, complete system procurement cost, and estimated sustainment costs. Monthly and yearly production capacity Maximum production quantities and delivery lead times from initial order The NAICS Code assigned to this acquisition is 336120 � Heavy Duty Truck Manufacturing, with a size standard of 1,500 employees. The Product Supply Code is 2355. Respondents should indicate their size in relation to this size standard and indicate socio-economic status (i.e. SB, 8(a), HUBZone, EDWOSB, WOSB, or SDVOSB). SAM Expiration Date Facility Clearance Status Buy American Act compliance. Existing contracts (i.e. GSA, other agency contracts, etc.) where the goods and services addressed in this RFI may be available. Respondents are further requested to indicate their status as a Foreign-owned/Foreign-controlled firm and any contemplated use of foreign national employees on this effort. All responses must include the following information: Company Name; Company Address; Company Business Size; Commercial Activity Government Entity (CAGE) Code, and POC name, phone number, fax number, and e-mail address. Responses shall NOT include classified data. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. Vendors deciding to submit competition-sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as ""the Act""), as implemented in the FAR. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. 3.0 Responses� Responses shall be submitted electronically via e-mail to zachary.d.seay@usmc.mil, no later than October 3, 2022 3:00 p.m. EST. All correspondence sent via email shall contain a subject line that reads Remotely Operated/Unmanned Carrier RFI # 22-I-1082. If this subject line is not included, the e-mail may not get through e-mail filters at Marine Corps Base Quantico. Filters are designed to delete emails without a subject or with a suspicious subject or attachment. Attachments with files ending in .zip or .exe are not allowable and will be blocked. Ensure only .pdf documents are attached to your email, all other attachments may be stripped by the network.�Please be advised that there is a seven (7) megabyte size limit on all e-mail traffic to MARCORSYSCOM. All e-mail larger than this will not be delivered. Note that the Government reserves the right to consider a small business set-aside based upon responses hereto for any subsequent action. All prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DoD contract. No set-aside decision has been made. Note that a key factor in determining an acquisition to be a Small Business Set-Aside is that small business prime contractors must perform at least 50% of the effort, as defined in FAR Clause 52.219-14. 4.0 Summary THIS IS AN RFI ONLY - Information provided in the RFI is subject to change and is not binding on the Government. Any information submitted by respondents is voluntary. The USMC has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned. Respondents will not be individually notified of the results of any Government assessments. The Government's assessment of the responses received will factor into whether any forthcoming solicitation will be conducted as a full and open competition or as a set-aside for small business, or any particular small business program.
