- NOTICE OF INTENT TO SOLE SOURCE The U.S. Government currently intends to award a Philips maintenance and repair service contract for government-owned EasyDiagnost Eleva DRF Radiography/Fluoroscopy System, Ingenuity CT System, Ingenia 1.5T MRI System, and Veradius Unity Mobile C-arm at Weed Army Community Hospital (WACH), to include all labor, parts, material, and travel, to maintain and/or repair the equipment in a fully functional condition IAW manufacturer specifications Period of Performance: Base: 01 November 2022 � 31 October 2023 for one year with no option years. The proposed contract number will be awarded on a sole source Firm-Fixed Price (FFP) action to: PHILIPS NORTH AMERICA LLC 22100 Bothell Everett Hwy Bothell, WA 98021-8431 Description of Services or Supplies: is to establish a contract for a maintenance and repair service contract for government-owned EasyDiagnost Eleva DRF Radiography/Fluoroscopy System, Ingenuity CT System, Ingenia 1.5T MRI System, and Veradius Unity Mobile C-arm at. This is a non-personal service requirement for a maintenance contract for the government-owned Philips MRI Ingenia 1.5T scanner, contrast injector, and uninterruptable power supply; Veradius mobile c-arm; and EasyDiagnost Eleva DRF Radiography/Fluoroscopy System, at Weed Army Community Hospital(WACH of this Performance Work Statement (PWS), to include all labor, parts, material, and travel, to calibrate and/or repair the equipment in a fully functional condition in accordance with (IAW) manufacturer (MFR) specifications. Information concerning the systems to be serviced is furnished from the best available sources. However, this shall not relieve the Contractor of the requirement to visit the location of the system(s) listed and to be thoroughly familiarized with all components associated with the item(s) and conditions under which the work is to be performed. The contractor shall make every practical effort to provide services during normal business hours, excluding federal holidays. However, in certain cases, permission may be granted to the contractor to provide services outside of EMB normal operating hours if during these hours (1) access to the equipment being serviced is limited or unavailable, (2) servicing the equipment would cause impactful impedance to patient care, or (3) the contractor provides any other justified reasoning for unavailability that is accepted by the Chief of Equipment Management Branch. Approval to perform services outside of EMB normal business hours will be given by the Chief of Equipment Management Branch. WACH Medical Maintenance provides emergency services after-hours by means of an on-call technician. In the event any contractor is performing services outside normal business hours, the on-call technician will be available to perform duties of WACH Medical Maintenance (i.e. periodically checking on the progress of contractor personnel to ensure the security of the hospital, verifying the quality of services rendered meets or exceeds the standards set forth in the Performance Work Statement, and assisting contractor personnel in signing in and out at the Medical Maintenance Section). This sole source requirement is issued under the statutory authority of FAR 13.106-1(b)(1): For purchases exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.� The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.� The notice of intent is not a request for competitive proposals.
