- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Agriculture And Priority Pollutants Laboratories Inc. (APPL), 908 N Temperance Ave, Clovis, California 93611-8606, to conduct chemical and physical analyses to support the Environmental Processes Chemistry Branch within the Environmental Laboratory. This is a new acquisition for the ERDC-EL. The contractor shall be a full-service laboratory able to furnish all labor, materials and supplies to accomplish the chemical/physical analyses as shown below. All data reports must be delivered by the contractor to the Government representative within 28 calendar days of sample receipt, unless specific reporting times are requested at the time of service request. The analyses to be performed are shown below in Table 1. DOD ELAP certification is required for each analysis with the standard offered limits being met. If sub-laboratories are used, the name of the sub-laboratory must be listed on the quote. Data deliverable: Level II and the standard excel file. ANALYSIS MATRIX QUANTITY Data Package Certification Required EPA 8330 Explosives Water 223 Level II DOD ELAP EPA 9060 TOC Water 161 Level II DOD ELAP EPA 300 Bromide Water 78 Level II DOD ELAP APPL is uniquely qualified for this research since they are the only laboratory with the proper certifications in order to complete the requested analyses. The work from APPL is necessary to ensure project needs are met as laid out by the EPA. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement.� The intended procurement will be classified under North American Industry Classification System (NAICS) 541380 with a Small Business Size Standard of $16.5 million.� This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar product.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
