AMENDMENT Dated 9/20/22 A. The purpose of this amendment is to extend the time and date for receipt of quotes to�5:30 p.m., Thursday, September 22, 2022. B. All other terms and conditions remain unchanged. END OF AMENDMENT Dated 9/20/22 1. General Information: This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with Federal Acquisition Regulation (FAR) 13.105 and 13.106. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Government will award a Firm Fixed-Price Contract(s) resulting from this Request for Quote (RFQ). The associated North American Industrial Classification System (NAICS) code for this procurement is 811213, (Communication Equipment Repair and Maintenance). The Product Service Code (PSC) is J059, (Maint/Repair/Rebuild of Equipment�Electrical and Electronic Equipment Components)). �This solicitation document, and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-07, dated August 10, 2022. The Government will not pay for costs associated with the preparation of a quote in response to this combined synopsis/solicitation. Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions. Interested vendors agree to hold the prices in its quote firm for 45 calendar days from the date specified for the closing of this RFQ. Questions: Submit written questions via email ONLY to the contracting specialist, Noel A. Robleto at noel.a.robleto.civ@army.mil.� No phone calls will be accepted for questions. Questions will be received up to 1:00 p.m. Eastern Time (ET). Eastern Time on September 14, 2022. 3. Basis for Award: A. The government intends to award to the responsive, responsible vendor whose quote is lowest price and technically acceptable. B. By not returning all items required under section 4. Quotation Submission of this combined synopsis, a vendor may be deemed UNPRESPONSIVE and the quote will not be further considered for award. C. In addition, to be considered for an award vendors shall have an active registration in the System for Award Management at https://sam.gov. Vendors are responsible to ensure the representations, and certifications in their SAM registration are accurate and current. D.�Technical Compliance: Evaluation of this factor will assess the offeror�s understanding of the requirement and risk of unsuccessful performance of the proposed approach. (1) Level III or higher Harris Certifications (2) Evaluation of qualification and competency to conduct the service E.�Price: Evaluation of price will be performed using one or more of the price analysis techniques in FAR 13.106-3(a)(2) to determine if prices are reasonable, complete, and balanced. 4. Quotation Submission: ADDENDUM to 52.212-1, Instructions to Offerors � Commercial Items (Nov 2021) A. Addendum to FAR 52.212-1(b), Submission of offers. Offeror shall submit an electronic copy of their dated quote via e-mail to: noel.a.robleto.civ@army.mil with the solicitation number (W912LQ-22-Q-33) in the subject block, by September 19, 2022, no later than 11:00 AM ET. Facsimile quotes will not be accepted. Vendors who do not provide all the required information with their quotes may be deemed NON-RESPONSIVE for further consideration for the solicitation and award. In addition to the items required by 52.212-1(b), the offeror shall complete and provide the following with their submission (1) Signed and completed Information Sheet (Attachment 1) (2) Signed and completed 52.204-24 & 52.204-26, 52.212-3, and 252.204-7016 & 7017 (Attachment 2) (3) Pricing for all contract line-item numbers (CLINS). Vendors may submit an alternate pricing schedule. However, each requirement must be identified as a priced requirement. The alternate price schedule shall be clear as the government will not make any assumptions and award may be made without discussions.
